About the Team

The Public Markets Operations division is responsible for providing operational support for Global Public Markets Strategies and investments. The division is responsible for maintaining the investment book of record, providing quality service to investment management teams, and supporting agency strategic initiatives.

Position Overview

The Funds & Liquidity Operations Manager is responsible for managing a team of analysts supporting asset allocation, re-balancing, leverage, liquidity, collateral management, securities finance, and treasury activities. The manager serves as a representative on complex agency initiatives and as an escalation point of contact for investment management and other cross-functional leaders.

Essential activities:

  • Manage and oversee the Funds & Liquidity Operations Team, which supports asset allocation, re-balancing, leverage, liquidity, collateral management, and treasury activities for the Investment Book of Record.
  • Develop and maintain effective internal controls for data quality and mitigate operational risk. Ensure quality data governance and accurate reporting around the Investment Book of Record.
  • Serve as an operations lead on agency and division strategic initiatives, such as onboarding new strategies, deploying new technology, and implementing new operations functions. Collaborate with cross-functional leaders to develop and deliver innovative solutions to meet business needs.
  • Participate in strategic planning, identify opportunities for innovation and development.
  • Support the enhancement of liquidity forecasting and risk management.
  • Oversee and manage third-party services, evaluate service level agreements, assess risks and KPIs, and implement solutions.
  • Work collaboratively with internal and external auditors, enterprise risk, operations teams, and other cross-functional teams in developing and maintaining a strong governance and control environment.
  • Provide leadership and coaching to create and maintain a high performing team. Prioritize workload, assess and evolve resources, skills and knowledge to meet current and future business requirements. Continuously implement opportunities to improve service quality and operating efficiency. Promote staff development and independent thinking. Proactively communicate direction to team, manage change, and ensure team stays aligned on agency mission/vision.
  • Work closely with investment management staff in the analysis, planning, and execution of new funds, strategies, rebalance and transition activities, and cash management needs.
  • Monitor and stay abreast of industry best practices and regulatory changes/events impacting operations, trading, and investment products.
The ideal candidate:
  • Bachelor's degree in business, finance, accounting, or equivalent experience. Master's degree preferred.
  • At least 7+ years of experience in finance, accounting, or related industry.
  • Prefer experience with Simcorp Dimension.
  • Experience in a variety of asset classes including equities, fixed income, and derivatives both exchange traded and OTC.
  • Substantial knowledge of rebalancing processes related to asset allocation, securities finance, and the effective controls.
  • Demonstrated leadership and management experience within an investment organization.
  • Excellent verbal and written communication skills.

The position requires U.S. work authorization.

Pursuant to our Hybrid Remote Work Policy, all staff have the flexibility to work remotely, but are required to have a weekly presence in our offices, the frequency of which is dependent on their distance from office. Staff are not required to reside locally; however, we offer relocation reimbursement to the Dane County area per our policy.
