Texas Organ Sharing Alliance (TOSA), founded in 1975, is one of 57 federally designated Organ Procurement Organizations (OPOs) in the United States. TOSA is committed to a mission of saving lives through the power of organ donation by providing organ donation and recovery services to Central and South Texans wishing to donate, and to those waiting for a life-saving organ transplant. JOB SUMMARY: The Chief Financial Officer position is accountable for the Financial operations of the company, to include the preparation of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of TOSA's reported financial results, and ensure that reported results comply with generally accepted accounting principles.

WORK SCHEDULE: The Chief Financial Officer is a full-time exempt position. Normal office hours are 8 a.m. to 5 p.m., Monday through Friday. The employee will work outside of normal business hours to include weekends and nights.

KEY FUNCTIONS AND DUTIES:

  1. Prepare the annual budget and annual Medicare Cost Report.
  2. Oversees both TOSA operation and TOSA Foundation's accounting & financial reporting.
  3. Responsible for developing organization administrative policies and procedures so that financial statements, external reports, and other related required documents and practices are in compliance with generally accepted accounting principles, Medicare, federal and state tax regulations.
  4. Plays a key role in strategic planning at the executive leadership team level. Participates in implementing and analyzing the financial aspects of strategies, business and marketing plans of the organization.
  5. Actively participates on the executive leadership team in pursuit of system-wide financial goals and objectives established by the strategic, business and marketing plans.
  6. For financial considerations, assists the regional service teams in the development and implementation of local strategies.
  7. Evaluates and works with the executive and regional teams to identify and implement financially prudent practices consistent with annual fiscal goals.
  8. Leads, manages and trains accounting staff for performance of all financial functions.
  9. Develops and presents financial and other administrative reports for internal and external purposes.
  10. Develops and monitors investment policies. Responsible for monitoring monthly investment performance and working with Investment Advisors. Responsible for coordination and planning with investment advisor of investment performance to the Board Finance Committee on quarterly basis.
  11. Must remain current on regulations and policies.
  12. Monitors legislation, regulations and policy statements that impact the organ procurement organization and transplant center Medicare reimbursement. Develops comment on proposed changes to laws, rules or regulations.
  13. Responsible for obtaining and maintaining appropriate insurance policies.
  14. Responsible for obtaining on an annual basis, audited financial statements.
  15. Provides financial leadership and financial management support to the Board of Directors and the Board committees. Quarterly prepares and presents the results of financial operations to the Board of Directors and Finance Committee.
Qualifications

REQUIREMENTS:
  1. Must have Bachelor's degree in Accounting from four-year college or university.
  2. CPA certification and license in Texas is preferred.
  3. The position requires a minimum of ten or more years in financial leadership.
  4. Prior financial healthcare experience required.
  5. Non-profit accounting preferred and knowledge of OPO Medicare Cost Report is required.
  6. Detail oriented and able to meet deadlines on short notice.
  7. Must have excellent communication and leadership skills.
  8. Must have strong knowledge in finance and clinical applications.
  9. Must have prior experience in presentations to Board of Directors and related Board committees.
  10. Must have working knowledge of Medicare cost reports and interactions with Medicare Intermediary or contracting agency such as CMS.
  11. Must be computer literate and knowledgeable of various software packages
  12. Must be able to work independently
  13. Must be creative in regard to problem solving, forward thinking, streamlining work processes, and completing projects in a timely manner
  14. Will work closely with the Executive Officers regarding financial operation and strategies.
