Position Summary SJRA is looking to fill the position of, Technical Administrative Specialist for the Flood Management Division, based out of Conroe, Texas. The Technical Administrative Specialist provides specialized, highly technical administrative support. Performs duties with a high level of independent judgment and discretion utilizing specialized knowledge and skill sets. Exercises excellent judgment, attention to detail, discretion, strong interpersonal skills, and outstanding written and verbal communication skills to coordinate and communicate effectively with SJRA staff, customers, and vendors. Duties include, but are not limited to, the following: Assist in establishing and accomplishing overall goals and objectives of the designated Division/Department. Coordinates with other divisions and departments. Coordinates activities of Division/Department functions such as mail distribution, document control, records management (electronic and hard copy), meeting coordination, expenditure review and approval, and general administrative support. Performs, prioritizes, coordinates, and organizes activities to be performed in accordance with SJRA policies, principles, and procedures. As directed, responds to public inquiries and on occasion interacts with the public. Coordinates with other government/partner entities or customers as needed. Monitors and manages budget actual versus planned expenditures and routinely reports on the same. Coordinates with the Accounting and Procurement departments as required. Manages Division/Department P-card transactions. Generates and submits requisitions. Follows-up on purchase orders developed by others and creates Notice to Proceed Letters, when applicable. Review, codes, and receives on all invoices for the department/division.Coordinates accuracy of information on invoices. Assists in the development and preparation of annual updates to appropriate 10-year Project Plans. Develops and maintains Division/Department standard operating procedures. Assists in the development of the Division/Department Staffing Plan, Business Plan, annual budget and other documents and reports. Assists with document controls and workflows utilizing SJRA's electronic document management systems (SharePoint/ Procore). Assures documents are properly developed, uploaded, stored and easily retrievable. Supports development of Division/Department Board items. Maintains Division/Department fleet vehicles and/or other assets in the Enterprise Asset Management (EAM) system. Composes routine and technical level correspondence and/or reports, presentations, standard agreements/contracts, and internal manuals/SOPs. Creates, manages, and maintains spreadsheets and databases. Performs research and data analysis. This position may be required to provide supervision to lower-level administrative staff.
