Summary
This is a mid-senior level contract employment position, with responsibility for providing support and counsel to field offices and programs. This individual must be conversant in all aspects of migration and forced labor program activities and relevant current political, economic, social, and trade union developments. The Program Officer (Level P2 or P3) serves as the main contact with other departments on migration issues. This individual has working knowledge of and experience in USG regulations and procedures related to the funding and management of grants.
The Program Officer writes persuasive proposals, describes complex activities and develops budgets for those activities. The Program Officer produces well-written program reports and evaluations. This individual monitors programs to meet budget targets and programmatic results. The Program Officer prepares and exchanges information and coordinates activities with other departments. This individual provides advice and guidance to Country Program Directors for the development and implementation of programs in the assigned area of programming, including the drafting and submission of concept papers and project proposals to donor organizations. The Program Officer draws on experience to initiate program proposals and seek funding.
The Program Officer assists and advises the Global Lead for Migration and Forced Labor, the Coordinator for Cross-Regional Programs and Learning, Informal Economy, and the Director of Program Coordination on details of programs assigned areas of responsibility. This individual works closely with AFL-CIO affiliates to coordinate their participation in the development and implementation of Solidarity Center programs, at the request of the Global Lead and within approved communications guidelines. The Program Officer assists with and, when necessary, provides logistical support for international visitors and participants in Washington-based programs conducted by the Solidarity Center, AFL-CIO, affiliates, GUF's and/or other related organizations. This individual represents the Center at various meetings and conferences in the U.S. and abroad. The Program Officer coordinates with Washington-based NGO and U.S. Government agencies. This individual has the experience and presence necessary to represent accurately and effectively in public and private meetings with donors, partners, and other organizations, the policies and programs of Solidarity Center and the AFL-CIO. The Program Officer may travel to the field.
Basic Qualifications:
- Extensive knowledge of international relations and trade union and socio-economic and political developments in the U.S. and abroad
- Experience working with migrant workers/refugees and migration policy issues
- Working knowledge of labor policy/worker rights
- Working knowledge of global migration issues, including issues related to refugees, climate migrants, and economic migrants
- Ability to work independently and without supervision
- Ability to manage multiple assignments simultaneously
- Ability to work and interact easily with a wide variety of people.
- Ability to coordinate and navigate different positions and politics, within the global labor movement and across different stakeholders
- Bachelor's degree in political science, international relations, labor relations or related fields and/or ten years equivalent work experience
- Good communications and writing skills
- Computer literacy for word processing and simple spreadsheets
- Experience related to forced labor in supply chains preferred
- Working knowledge of indicators of forced labor (preferred for a P2 level; required for P3)
- Experience addressing forced labor in supply chain issues, including research and report writing experience (preferred for a P2 level; required for P3)
- Demonstrated understanding of and experience with national-level migration policy advocacy and development strongly preferred
- Experience in developing and implementing complex migration, refugee and workers rights policy initiatives and campaigns preferred
- Demonstrated experience advancing advocacy demands within and among diverse coalitions; experience advancing the rights of workers within the migration/refugee movements strongly preferred (preferred for a P2 level; required for P3)
- Fluency in a foreign language is a plus
Specific Duties:
- Provide migration team with programmatic financial support;
- Write/edit proposals, reports, letters, and other correspondence;
- Conduct issue research for use by Center headquarters and field offices;
- Coordinate activities with the Center's other program and functional offices;
- Assist, as required, in the work of the Center's other program and functional offices;
- Develop coalition-building contacts with U.S. labor, government and non-governmental organizations in the Washington area;
- Provide guidance to field offices on AFL-CIO and Center policies and priorities related to the assigned area of programming and serve as a liaison between the Center and AFL-CIO affiliates, GUF's, ITUC, its regional organizations and the ILO on matters related to the assigned area of programming;
- Assist and advise regional departments on program development and proposal writing;
- Develop and implement global and cross-regional programs in assigned areas of programming;
- Recruit outside program consultants and other technical staff in assigned area of programming in accordance with field needs;
- Provide technical assistance and support to conduct program evaluations of field projects and recruiting evaluators in assigned area of programming;
- Support field trips by Center personnel in assigned area of programming;
- Share information on issues in assigned area of programming as requested by Washington-based U.S. government offices and Congress;
- Travel on a TDY basis to conduct and/or oversee program development and/or implementation in assigned areas of programming in countries without a Center field office;
- Work closely with AFL-CIO affiliates to coordinate their participation in the development and implementation of Solidarity Center programs in assigned area of programming, within approved communications guidelines;
- Monitor programs to meet budget targets;
- Represent the Solidarity Center as directed
- Furnish financial and administrative support services to field offices, and provide advice and guidance to field offices on grants management and funding procedures;
- Initiate concept papers and program proposals and seeks funding for same; and
- Perform other related duties as assigned.

This is a collective bargaining unit position, generously compensated with a gross annual salary starting at approximately $79,374 USD (or $92,876 for a P3 Level) based on experience. A robust benefits package includes fully paid health insurance, a retirement plan and pension, life insurance, and ample paid time off for holidays, vacation, and medical leave. Pre-tax deduction programs are also available for commuting, dependent care, and health care expenses. In addition, we offer opportunities and funds for professional development.
