Overview

Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers.

Summary:

The Contract Specialist Lead will support the Bureau of Prisons (BoP) contract. This role shall provide direct acquisition and procurement support in assisting the development and execution of acquisition strategies and documents. The project management of the acquisition process includes cradle to grave pre-award, award, and post award actions. The contractor shall provide subject matter expertise to assist the Government in providing quality acquisitions that lead to improved resource utilization, smooth transitions, and successful post award solutions.

Responsibilities

Essential Job Functions:

  • Acquisition Strategy development and support
    • Acquisition and procurement forecasting and planning activities.
    • Acquisition policy research and organizational planning
    • Develop innovative contract approaches.
  • Conduct Market Research
    • Draft RFI content and perform RFI analysis.
  • Develop acquisition plans.
  • Conduct Requirements Gathering
  • Provide input to Government Cost Estimates
  • Conduct procurement planning and scope advisory and assistance support.
  • Draft procurement documentation such as SOWs, performance work statements (PWSs), procurement requests
  • (PRs), required justifications, determinations and findings for Government review and approval.
  • Perform technical evaluation writing, editing and quality assurance support.
  • Provide consulting services and professional acquisition support services to completely prepare all the required paperwork and forms associated with approved acquisition requirements to the Federal Bureau of Prisons.
  • Serve as the focal point for all requirements. Reviews all scopes of work to ensure they follow the Federal Bureau of Prisons' mission, performs market research/analysis to determine availability of the requirements, and provides advice on strategic initiatives to consolidate requirements or innovative acquisition approaches.
  • Review and update the complete procurement package. The contractor shall review the validity of the Statement of Work, Acquisition Plan, Market Research Report, Independent Government Cost Estimate (IGCE), Determination and Finding documents and, when provided, the documentation supporting other than full and open competition.
  • Develop acquisition strategies, lead technical evaluation teams, and develop various strategies for meeting agency requirements to include interagency transfers and agreements under various authorities for such actions.
  • Shall perform research and obtained data necessary to properly complete all acquisition documents. The contractor may be required to draft Agency procurement policy for the Head of the Contracting Activity (HCA) and Senior Procurement Executive (SPE) review and signature.

Qualifications

Necessary Skills and Knowledge:

  • Possesses demonstrated expertise in and capability to perform full range of contract actions including solicitations, contract awards, modifications, negotiations, incorporation of changes, exercise of options, price analysis, and resolution of contract issues.
  • Possesses demonstrated knowledge of the Procurement Administrative Lead Time (PALT)Possesses demonstrated expertise in and capability to support proposal evaluations including price/cost analysis or technical proposal analysis in the Federal sector.
  • Possesses a clear understanding of the Federal Acquisition Regulation (FAR).
  • Possesses demonstrated negotiation and interpersonal skills.
  • Possesses demonstrated experience utilizing contracting writing systems.
  • Possesses demonstrated expertise in and capability to perform contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies: contract closeout.
  • Possesses demonstrated expertise in and capability to perform document creation in support of the above actions, including Determination and Findings, Market Research Reports, Pre and Post Negotiation Memorandum/Award
  • Memorandum, Acquisition Plans, Sole Source Justifications, and other documents common to the acquisition process

Minimum Qualifications:

  • Bachelor's degree from an accredited educational institution and a minimum of five (5) to eight (8) years of experience in contracting providing service to Federal clients. at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics or management.
  • Shall have at least a minimum of five (5) years of experience in contracting providing service to Federal clients.
  • Ability to pass a background check.
  • Must be able to obtain/maintain a Public Trust level clearance.
  • Must have the ability to pass a drug test if requested.

Preferred Qualifications:

  • Experience in contract writing system Unified Financial Management (UFMS) preferred.
  • Active Secret clearance preferred.

The salary range for this position is $132,042.40 to $152,042.40 annually.
