EL Community Outreach Advocate/Secretary

The purpose of this position is to provide educational outreach services that support Emergent Bilingual students and families in achieving school success as well as perform secretarial duties for the English Learner (EL) Program. The EL Community Outreach Advocate/Secretary works as a liaison between school and home, with the primary role of developing open communication between school, families, and community at the NM Primary School and as needed at the NM Intermediate School. Another purpose of this position is to maintain EL Program accounts and to be responsible for the data collection and/or expenditure reporting of the Title III-EL Program including HB3499 funds as required by the Oregon Department of Education or other agencies. This position will assist in designing systems and programs aligned to the District's Core Values, and Mission, creating a learning environment that guides and encourages students to develop and fulfill their academic potential and access their chosen path. This position will focus on establishing relationships with students, parents, and colleagues to foster a sense of belonging and community.

- High School Diploma or equivalent as required by OAR 581-37-030, Oregon DOE
- Have completed at least three years of experience in customer service, bookkeeping, typing, use of computer, and general office work
- 21 years of age or older

- Ability to collect, record, store, retrieve and organize information and records
- Knowledge and understanding of the experiences, working/living conditions, language/culture of the family home including cultural poverty.
- Perform physical requirements which may include: Light to moderate degree of physical stamina; frequent standing, walking, bending, sitting; ability to drive to various locations in the community including home visits
- Skilled in technology use, computer operation, use of word processing and record keeping programs
- Ability to communicate effectively with students, staff, and the general public requiring application of considerable knowledge of school/district policies
- Ability to recognize, listen, and respond to sensitive situations with students, parents and staff and maintain confidentiality of information and respond in an empathetic manner.
- Ability to perform secretarial and administrative support functions requiring independent judgment, decision-making, and problem solving
- Ability to operate standard office equipment (i.e., ten-key calculator, computer, copier, fax, etc.)
- Such alternatives to the above requirements as the School Board or the Administration may deem appropriate and acceptable.
- Become knowledgeable of the school/district philosophy, curriculum, activities and support services, and assist the district staff in determining appropriate accommodations modified to meet the needs of the target group of students.
- Serve as an interpreter at parent-teacher conferences/meetings as requested.
- Work with students, parents, and stakeholders to encourage regular attendance.
- Identify agencies, service organizations, and businesses in the community who provide support services that will assist the school to meet the needs of the target group of students
- Through a cooperative effort of school and community resources, assure that the target student(s) have adequate clothing and nutrition.
- Visit homes and talk with parents and students who need help in relating to the schools.
- Move about the community during school hours to provide immediate support of resources to families.
- Maintain and record details of financial transactions in appropriate journals and spreadsheets/ledgers; prepare all requisitions, accounts payable, accounts receivable; process and pay bills charged in relation to EL Program accounts; balance monthly statements; prepare reports of monthly activity for each program account; prepare/submit OR Dept. of Education reports
- Maintain the district EL website and create communications to stakeholders through a variety of formats
- Maintain a high level of ethical behavior and confidentiality when dealing with student information
- Answer phone calls and emails regarding the EL Program/HB3499
- Provide appropriate documents as requested by the District Auditor selected by the Board
- Act as a friendly ambassador for North Marion School District
- Perform such other tasks (which may require knowledge of other job descriptions) as may seem appropriate to the Board or Administration.
- Maintains satisfactory attendance, as defined in District policy and regulations (GCBD/GDBD).
Other Requirements/Responsibilities
- Perform physical requirements which may include:
- Moderate degree of physical stamina
- Ability to use a telephone, computer, and other office equipment for an extended period of time
- Ability to make frequent trips from the desk to the counter, files, and other locations within the school
- Requires frequent walking, standing, and bending, and occasional lifting up to 50 lbs.
- Must obtain and maintain a valid First Aid card if required
- Participate in mandatory district safety trainings annually, or as required
- Occasionally performs other duties as required by supervisor
Evaluation
Following the probationary period, performance of this job will be evaluated annually in accordance with provisions of the Board's policy on evaluation of classified personnel.
Terms of Employment
The start date for this position is August 6th for the 2024-25 school year.
