Summary

Performs intermediate skilled technical work planning, organizing, and supervising the work of determining eligibility of applicants and recipients for the Housing Choice Voucher (HCV) program, and related work as apparent or assigned. Work is performed under the limited supervision of the HCV Program Manager. Continuous supervision is exercised over Eligibility Client Service Representatives.

Essential Functions

Processes all relocations and new admissions to the Housing Choice Voucher (HCV) program, Project Based Voucher (PBV) program, Tenant Based Rental Assistance (TBRA) program, Mainstream Voucher program, and Veterans Affairs Supportive Housing (VASH) program; plans, coordinates and executes the marketing, intake, certification, and referral of qualified applicants for available units of HCV assistance.

Supervises and schedules work of staff; interviews, makes hiring recommendations, and trains employees; assigns work and monitors progress; develops employees’ skills and encourages growth and development; addresses personnel issues in conjunction with appropriate leadership in Human Resources.

Coordinates application selections to ensure prompt assignments for all vacancies in the HCV, PBV, TBRA, VASH and Mainstream Voucher programs; ensures the timely and appropriate utilization of available housing resources.

Audits applications for admission to ensure staff compliance with Agency policies, procedures and Federal regulations relative to eligibility/ineligibility for admission, families meeting the income limit requirements for admission, indebtedness to the agency, previous housing records, and financial obligations and housekeeping habits.

Certifies accuracy of rent computation for eligibility; prepares correspondence and provides families with appropriate notifications and prepares related forms.

Maintains waiting lists for HCV, PBV, TBRA, VASH, and Mainstream Voucher programs, and prepares related weekly and monthly reports; provides statistical information; updates program software; ensures compliance with HUD regulations and program policies.

Conducts orientations and voucher briefings for HCV, PBV, TBRA, VASH, and Mainstream Voucher applicants.

Coordinates incoming and outgoing portability activities including orientation sessions and vouchers issuance.

Confers with applicants to assist with their concerns and problems referring to appropriate agencies when necessary; serves as Mobility Counselor.

Education and Experience

Bachelor's degree with coursework in business administration, or related field, and 3 years of experience in housing management. A combination of education and experience may be considered.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work frequently sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements

Housing Specialist and HQS certifications within one year of employment.

Valid driver's license in the State of North Carolina.
