Army/MDA Business Development Sr. Manager

The Business Developer is responsible for identifying, qualifying, and winning contracts for BlueHalo's products, solutions, and services. This role focuses on fostering and maintaining relationships within the Department of Defense (DoD), with a primary emphasis on the U.S. Army and the U.S. Missile Defense Agency (MDA). The candidate will identify and develop business opportunities relevant to BlueHalo's capabilities, including Directed Energy, C5ISR, Air & Missile Defense, Cyber Operations, Operational Mission Support, Trainer and Simulator Development, and RDT&E services.
Key Duties and Responsibilities:
- Initiate, cultivate, and maintain business relationships with DoD customers, focusing on understanding and meeting their needs.
- Collaborate with internal technical teams and customers to design and refine offerings that balance customer needs and budgetary constraints.
- Align business development efforts with P&L stakeholders, ensuring resources and new business priorities are consistently managed and aligned for portfolio growth.
- Develop and implement strategies to increase proposal win probabilities (P-Win) while reducing execution risks on new opportunities.
- Monitor, analyze, and report on business metrics that drive company growth and provide decision-quality insights to leadership.
- Identify and pursue opportunities to leverage BlueHalo's unique technologies, solutions, and products at the project and program levels.
- Bachelor's degree.
- Active Secret level clearance.
- Experience using SalesForce or comparable CRM tools.
- Formal business development training (e.g., Shipley methodology).
- Demonstrated ability to track and manage budgeted resources for business development opportunities.
- Proven track record of winning large contracts (>$10M) within the U.S. Army or MDA.
- Minimum of 4 years of military business development experience, including active participation in bid and proposal activities.
- Prior service within the U.S. Army or MDA, especially with experience in RDT&E, Modeling and Simulation, Operations, Maintenance & Sustainment (OM&S) support, and other service portfolios.
- Active TS/SCI level clearance.
- At least 2 years of experience in military service, DoD civil service, or defense contracting.
