Develops and implements a strategy to facilitate interaction and communication between the DOE and the military community.

Ensure military connected programs are in compliance with state and federal regulations. Acts as the military action officer for the DOE and as a representative at state and national meetings. Facilitates the creation of organizational relationships and implements innovative programs benefiting the Department and military commands.

Skills/Abilities:

Education: Bachelor's degree from an accredited college or university.

Ability to work collaboratively with all branches of military in a high visibility, fast paced environment; communicate a compelling and inspired vision or core purpose effectively with others both orally and in writing; maintaining confidentiality; establish program plans and financial requirements in formulating policy; analyze education program and statistical information to recommend solutions based on data; organize work teams and office work, solve programs and motivate others; plan, direct, coordinate, deal effectively with federal, state, county and departmental officials to accomplish departmental goals and objectives, conduct educational related meetings, working groups and conference participation; operate a computer and use a variety of office programs (including Word and Excel) and other business machines; travel statewide and to the continental US.

Desirable Experience:

Five (5) years of progressively responsible experience that involved performing professional work in program management and integration. This experience must have demonstrated a high degree of analytical skill involving the ability to 1) identify information needs, collect and analyze data; 2) identify programs and alternative solutions and their advantages and disadvantages to develop logical recommendations for a course of action including a communication plan; 3) read, comprehend and interpret complex material such as State statutes and Federal regulations and draft reports of finding and conclusion.

Desired experience in military organization and management experience between Department and the Military Service Components, Coast Guard and Hawaii National Guard to include developing military education program policies; establishing military education program goals and financial requirements; facilitating inter-agency projects, programs and initiatives; experience with national military education organizations, programs and initiatives; and coordinating federal and state program policies and activities.

Competencies:

Education policy-Knowledge of public K-12 systems; extensive knowledge of the Hawaii State Department of Education school system, programs, processes and practices; education program goals and objectives. Knowledge should be sufficient to conduct and interpret systematic issues.

Military advisor-Extensive knowledge of military organizations, protocols and practices- including Hawaii Military Service Components, Coast Guard, and Hawaii National Guard programs and initiatives- in order to facilitate, guide and advise Department leadership on issues pertaining to the military.

A valid license to drive in the state of Hawaii is required.
