Overview

Tatitlek Federal Services, Inc., is seeking an experienced Senior Administrative Assistant to support a program with our government customer. The position is based in Washington, DC or at an approved telework location.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Advise LE Staff Support Team USDHS on matters pertaining to LE Staff human resources issues, Afghanistan labor law, employment and compensation practices, policies, benefits, and position management.
  • Generate personnel actions through WebPASS (resignations, retirements, RIFs, etc.).
  • Answer email inquiries from LE Staff received in multiple HR-related mailboxes (50- 100/day) pertaining to all HR-related topics, resettlement process inquiries, and SIV-related inquiries.
  • Provide information to LE Staff regarding employment regulations, policies, benefits, compensation, retirement, etc.
  • Update LE Staff tracker with contact information and location among other data fields.
  • Update, maintain, and organize HR files and documentation in O365 cloud drive.
  • Provide information to LE Staff regarding the Defined Contribution Fund (DCF), Medical Reimbursement Plan, and other benefit plans; confirm data for current and separated employees is accurate.
  • Receive medical reimbursement claims, verify eligibility, and forward to claims examiner for review/approval; following approval, forward to FMO for payment.
  • Track and process all paperwork related to employee leave.
  • Collecting LE Staff contact information/data before they depart U.S. bases or otherwise resettle in the United States.
  • Prepare employment verification letters for all LE Staff (including all former LE Staff who request a letter).
  • Assist LE Staff with USCIS forms.
  • Process death benefits and assist families with beneficiary documents, transferring funds, and other administrative support.
  • Process LE Staff resignations in OPS.
  • Process TCN resignations.
  • Prepare separation letters, notices, and other related correspondence for LE Staff and TCNs.
  • Prepare employment verification letters for LE Staff (current and former).
  • Track and prepare for shipment LE Staff debit cards and SIM cards.
  • Determine medical insurance payments and Department payout eligibility for LE Staff.
  • Work with Department payroll on LE Staff allowances/benefits packages upon resignation.
  • Assist LE Staff with enrolling for AIB online banking including all documentation requirements.
  • Prepare PDs for LE Staff who will remain in Kabul in caretaker employment roles.
  • Perform all HR-related support functions for LE Staff who remain in Kabul in caretaker employment status.
  • Prepare reports for LE Staff Support Team leadership as directed.
  • Draft HR correspondence such as cables, memos, notices, etc. on HR-related matters as directed by LE Staff Support Team leadership.
  • Provide routine translation from Dari to English and vice versa relating to HR matters.
  • Domestic travel may be required to U.S. safe haven locations in order to meet with LE staff.
REQUIRED & SKILLS:
  • Extensive expert knowledge of Department of State.
  • Specific expert knowledge of Department of State regional bureau financial operations and processes.
  • Knowledge of Department of State financial systems.
  • Extensive experience in financial management of Department of State overseas missions.
  • Experience with Department of State cost reimbursement system for overseas administrative support services.
  • Working knowledge of personal computers and general administrative practices.
  • All personnel working in this area must have or be able to attain a Public Trust clearance at the Moderate risk level.
DESIRED SKILLS:
  • Bachelor's Degree in a relevant field.
  • Ten (10) years of management analysis experience.
  • Excellent technical writing skills to include spelling, grammar, and punctuation.
  • Must be proficient in Microsoft Office Suite.
  • Strong written and verbal communication skills and the ability to work with others.
