Supervisory General Attorney

Summary This position is in the Contempt, Compliance, and Special Litigation Branch of the Division of Legal Counsel. This Branch conducts civil contempt litigation in the U.S. Courts of Appeals to coerce compliance with judgments enforcing orders of the Board and assists Regions in compliance work. The Branch also defends the Agency when programs, statutes, or outside proceedings threaten the Agency's ability to carry out its mission. Responsibilities As a Supervisory General Attorney (Labor) (Assistant General Counsel (Branch Chief)) GS-0905-15, your typical work assignments may include: Managing/supervising subordinate attorneys' performance in matters concerning compliance with Board decisions and orders (including those enforced by the Circuit Courts) through contempt and other collection procedures. Rewriting briefs or other documents at the last minute due to unforeseen developments, conduct legal research on novel issues, or prepare special memoranda. Exercising substantial independent judgment in making recommendations regarding special litigation cases and contempt and compliance cases, and in supervising interactions with opposing counsel. Establishing knowledge on the evolving labor law decisions of the Board and courts, pre-trial procedures, effective techniques of investigation and trial presentations, and evolving administrative law and civil litigation decisions of the courts. Overseeing many complex and difficult legal/factual issues and evaluate expert testimony and information in novel/ time-sensitive/nationally important/ controversial/ highly technical areas simultaneously, requiring careful scheduling and coordination. Ideal Candidate Statement The Ideal Candidate for the Supervisory General Attorney (Labor) (Assistant General Counsel (Branch Chief)) position will have significant experience supervising contempt, compliance, and special litigation proceedings. The candidate will be an excellent writer and communicator, have excellent organizational stills, and be skilled at assessing the strengths and weaknesses of both cases and personnel. Basic Requirements An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or JD). Bar Membership/Certification: Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. Agency's Internal Self-Certification Forms are not acceptable for verification. In addition to the Basic Requirements, applicants must also meet the following: Minimum Qualification Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory General Attorney (Labor) (Assistant General Counsel (Branch Chief)) at the GS-15 grade level. Specialized experience includes: Experience supervising the litigation of issues in NLRB administrative and federal court proceedings, including the National Labor Relations Act, the Administrative Procedure Act, the Federal Debt Collection Procedures Act, and the Bankruptcy Code; and Experience supervising discovery associated with administrative and court proceedings involving the National Labor Relations Act, the Administrative Procedure Act, the Federal Debt Collection Procedures Act, and the Bankruptcy Code.
