We are seeking a Proposal Manager to join our team in Herndon, VA. The Proposal Manager supports Business Development activities through the management, planning, and execution of proposals and the timely submittal of all proposal deliverables. Responsible for all administrative aspects of proposal development including the security and integrity of all proposal documentation, compliance with solicitation requirements, coordinating internal and external workflows, review of all proposal inputs, and final production and submittal of the proposal.

Essential Duties and Responsibilities:

  • Manage and perform all aspects of proposal development throughout the proposal life cycle from pre-solicitation to submission.
  • Intake and analyze requests for proposals/quotes (RFP/RFQ), create and update proposal schedules, plan and host proposal kick-offs, and draft annotated proposal outlines.
  • Plan and manage multiple simultaneous proposals.
  • Orchestrate proposal inputs, facilitate progress reviews, conduct compliance reviews, coordinate approvals, and submit proposals to federal Government clients.
  • Write and edit proposal content, including executive summaries, win themes, management and technical approaches, resumes, past performance, and other required proposal content.
  • Proofreads and edits copies and drafts to correct errors, grammar, punctuation, and syntax.
  • Develop RFP/RFQ and request for information (RFI) outline templates for each effort.
  • Manage Oral Presentation development and team preparation.
  • Plan and direct Color Team Reviews and recovery cycles.
  • Maintain real-time development status of all proposal activities.
  • Implement industry best practices and continuously improve proposal processes, including templates, proposal-writing standards, style guides, selective re-use of existing materials, and proposal repositories.
  • Other reasonable and normal duties associated with proposal management.

Work Experience:

  • Minimum: 5+ years of demonstrated Proposal Management experience and experience managing proposals for Federal Government agencies is desired.
  • Experience managing proposal teams consisting of internal management, technical and non-technical resources, and external partners.
  • Experience writing and editing proposal content, including executive summaries, win themes, management and technical approaches, resumes, and past performance.
  • Familiarity with Shipley Methods for proposal development.

Job Skills:

  • Expert proficiency in Microsoft Office.
  • High attention to detail.
  • Experience working in a collaborative, fluid environment with rapidly changing priorities and multiple concurrent activities.
  • Proficiency in Microsoft Teams, SharePoint, and Excel as well as Adobe Acrobat Pro.
  • Strong organizational and time management skills, including the flexibility to work outside of normal business hours when necessary.

Education:

  • Bachelor's degree in English, Information Technology, Marketing, Communications, Business, or a related field is required.

Certificates, Licenses, and Registrations:

  • APMP Foundation-level Certification is desired.
  • Shipley Training in Managing Federal Proposals, Writing Federal Proposals, or similar training is desired.

Communication Skills:

  • Strong written and verbal communication skills and proven experience writing, reviewing, desktop publishing, and editing proposals and related content.
  • Demonstrated experience communicating effectively across internal and external organizations, including interaction with corporate executives.

Travel:

  • Onsite in Herndon, VA for 3 days per week.

Environmental Requirements:

  • Mainly sedentary; in an office environment.
  • Partial Remote (3 days weekly in office).
  • May be required to lift up to ten (10) pounds.
  • Flexible in working extended hours when necessary.
