Job Description

Under the direction of the For-Hire Vehicle Administration Manager, the Regulatory Supervisor is responsible for supervising the daily activities of Regulatory Inspectors. Regulatory Inspectors conduct specialized inspections and ensure enforcement of ordinances, regulations, and laws governing for-hire vehicles (e.g., taxicabs, jitneys, charter, low speed, sightseeing and non-emergency medical vehicles) by documenting the issuance of warnings, court citations, and removing vehicles from service for the Cities of San Diego, Oceanside, Poway, Santee, El Cajon, La Mesa, Lemon Grove, Chula Vista, National City, and Imperial Beach. Additional cities may be added over time, expanding the current coverage area. Additionally, the Regulatory Supervisor and Inspectors investigate service complaints, appear in court when subpoenaed, provide driver safety awareness training, and create incident reports as needed.

EXAMPLES OF DUTIES:

Essential Functions

  • Supervises the enforcement of policies, regulations, ordinances, and laws passed by MTS related to vehicles for hire, including MTS Ordinance No. 11 and other local and state regulations.
  • Assists the For-Hire Vehicle Administration Manager on projects.
  • Reviews and monitors laws, regulations and other trends pertaining to the For-Hire Vehicle Industry.
  • Develops and updates standard operating procedures for the enforcement of MTS For-Hire Vehicle regulations (e.g., de-scalation, report writing) and processing, investigating and adjudication of passenger service complaints.
  • Supervises and conducts scheduled and unannounced vehicle inspections in the field to ensure compliance.
  • Oversees the annual inspection requirements of vehicles, annual statements, and other administrative documents.
  • Issues and supervises the issuance of administrative violation notices, permit suspensions, and citations to ensure enforcement of applicable Ordinances. Testifies in court when subpoenaed.
  • Supervises the preparation of comprehensive written reports on all violations and citations.
  • Ensures that all required reports/logs are kept up to date. This includes assistance in the preparation of permit, notice to appear, field contact, and other statistical reports.
  • Investigates and supervises the processing, investigation, and adjudication of passenger service complaints.
  • Supervises the maintenance of Regulatory Inspector vehicles and administrative staff pool vehicles.
  • Coordinates the set up and documentation needed for administrative hearings with other agencies, drivers, and permit holders
  • Establishes the scheduling, deployment, and work priorities of Regulatory Inspectors.
  • Conducts annual performance evaluations and sets performance metric requirements of Regulatory Inspectors.
  • Exercises good judgment in: determining a vehicle's fitness for operation, ensuring enforcement of regulations, confirming permit compliance of for-hire vehicles, and coordination with other agencies.
  • Establishes and maintains coordination with law enforcement agencies on joint for-hire transportation enforcement actions and as directed, represents MTS For-Hire Vehicle Administration at internal and external meetings.
  • As directed, presents information to industry stakeholders at internal and external meetings (e.g., Taxicab Advisory Committee).
  • Coordinates with MTS Transit Security and Passenger Safety, and other agencies for ongoing and onboard training for Regulatory Inspectors.

QUALIFICATIONS:

Knowledge, Skills and Abilities

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies and regulations; ability to write letters, memoranda, and reports using clear, concise, and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy with individuals from various backgrounds; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; skill in effectively supervising subordinates in order to achieve company goals; knowledge of the Microsoft Office, including Word, Excel, PowerPoint and Outlook and the ability to learn and use other software that MTS might have or acquire; ability to interpret and apply regulations, detect unsafe vehicle equipment and improper maintenance.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 10 pounds). Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular hours/day (including weekends/holidays) to perform the essential duties of the position. Duties will be performed primarily in the field and in an office type environment and will require travel to external locations and agencies.

Experience/Education/Certificates/License(s)

Possess a bachelor's degree from an accredited college or university in criminal justice, public or business administration or a related field. A minimum of three years of experience in law/code enforcement and two years of supervisory experience is required. A combination of relevant education and experience may be acceptable. Must possess and maintain a valid California driver's license.

GENERAL:

Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.

SALARY RANGE:

The anticipated starting pay for this position is between $68,000 and $75,000. This range represents the expected starting salaries for new hires, typically within the lower to mid-portion of the overall salary range, which encompasses the full potential earnings for the role. Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #8, which has a minimum of $63,333 and a maximum of $94,193. Salary grades are typically adjusted annually to ensure they remain market competitive.
