Position Summary

The Child Find Outreach Worker supports the Strong Start DC Early Intervention Program whose objective is to locate, identify, and evaluate children ages 0-3 who may have a developmental delay. The role is responsible for raising awareness of the Early Intervention Program through outreach, trainings, and other strategies, and supporting parents and the community in accessing developmental screenings, possible referrals for early intervention services, and linkages to resources. The program is hybrid, using both virtual and in-person settings.

Reportability

This position will report directly to the Child Find Outreach Worker Supervisor

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Communication/Outreach:

  • Communicate with families about developmental screenings and provide education and support to parents whose children have been determined to be at risk for developmental delays, in accordance with OSSE’s Division of Early Learning’s Early Intervention (EI) process.
  • Communicate with Child and Family Services (CFSA) families about closing cases and/or providing additional community resources available to support specific family needs.
  • Communicate with CFSA social workers and Strong Start Intake Unit about screenings and referrals.
  • Communicate with Child Development Center’s (CDC)/Community Based Organization’s (CBO)/Medical organizations regarding trainings and overall outreach.
  • Actively seek and attend in person outreach events within an assigned region to connect with the community and raise awareness of the Early Intervention program. Additionally, provide support for team member coverage as needed.
Screening/Trainings:
  • Conduct screenings with families. Complete the Ages and Stages Questionnaires (ASQ-3 and ASQ-SE) with participants and their children in support of identifying developmental delays for children ages birth – 3.
  • Conduct EI trainings for CDC’s/CBO’s/Medical organizations and other stakeholders. Establish robust community partnerships and through them promote recurring/consistent trainings and other collaborations.
Database Documentation/Usage:
  • Create and update CFSA screening requests in OCTO Database.
  • Create and submit Strong Start referrals to intake unit in OCTO Database for families.
  • Create communication logs in OCTO Database for specific outreach/screening effort documentation.
  • Create child and caregiver profiles in ASQ Database when needed.
  • Responsible for submitting all monthly reports, documentations, and files to Child Find Outreach Worker Supervisor in a timely fashion.
In-Person Engagement:
  • (NON-Telehealth) Traveling to in-person screenings, outreach events, and trainings/workshops.
  • (NON-Telehealth) Participating in scheduled in-person training/outreach/screening events (half or full day events).
  • (NON-Telehealth) Providing TA/caregiver engagement information after in-person trainings or parent workshops.
  • (NON-Telehealth) Participating in Strong Start supported professional development opportunities.
Qualifications

Knowledge, Skills & Abilities –
  • Work experience and knowledge in the fields of early childhood development, developmental disabilities, or special education.
  • Experience with outreach and building relationships in the community.
  • Familiarity with early intervention resources available within the DC area.
  • Experience with public speaking and conducting professional trainings and workshops.
  • Familiarity with Microsoft Office suite.
  • BA in early childhood development, special education, or related field (3-5 years experience with a 2 year degree working towards a BA, or comparable experience of 5-10 years).
Language Requirement – Able to communicate fluently in spoken and written English & Spanish is required.

Physical Demands – Regularly required to sit; frequently required to reach with hands and arms, walk, stoop, kneel, crouch, talk or hear; must be able to lift objects up to twenty-five (25) pounds.

Work Environment – Mostly in a typical office and/or home setting with quiet to moderate noise level. May be exposed to extreme cold, heat, and humidity due to outside weather conditions.Opportunity to work a hybrid schedule – remotely & onsite, as needed.

Transportation – Must have reliable transportation to fulfill job duties throughout the DMV area.
