Substation Superintendent
Employees in this personnel classification shall possess a minimum of six (6) years of experience in the specific craft and a minimum of four (4) years of continuous Electric Transmission and/ or Substation construction and maintenance experience at a supervisory personnel classification level. The individual will possess all of the skills required for assignment as a supervisor including but not limited to tasks such as site grade work, foundations, support structures, both hard and strain bus conductors, switch assembly and timing, control and power cable terminating, cable raceways, SCADA, telemetry RTU, etc. as a part of his/her responsibility. Such an employee shall also have in-depth knowledge of all applicable OSHA codes and standards.

- Accountable for quality of work to ensure that it is being performed according to specifications.
- Coordinate billings with the owner's representative (inspector) before billings are sent.
- Visit crews and monitor their safety, quality, & production.
- Monitor and review equipment (use, storage, servicing, damage, rentals, fuel reports, etc.).
- Accountable for equipment maintenance and repair.
- Review personnel (safety, performance, training, tardy/absentee, pay raises, CDL requirements, personal evaluations, i.e., personal problems/distractions, etc.).
- Ensure that tool inventories are completed and up to date.
- Get feedback from the Owner on quality, safety, schedule, materials, etc...
- Attend all required project meetings with the Owner.
- Generate and maintain a list of required personnel & equipment.
- Generate an initial list of required tooling.
- Finalize any contractual requirements; (including but not limited to Notice to Proceed filings, Licenses or Permits, project close-out documents, and attend required Owner meetings when possible).
- Evaluate bid opportunities for business unit.
- If the potential work fits the Substation business unit, review scope of work and Plan-Profile documents.
- If required, attend job walk and prepare organization.
- If required, secure quotes from subcontractors and/or material vendors from area.
- Assist with all required support documents to accompany bid; (Including but not limited to the following, Construction Plan, Schedules, and Licenses).
- Review and become familiar with entire contract.
- Review entire bid with BU.
- Complete unit and material Take-Off's.
- Coordinate the securing of yard or show-up with client, material receiving team and construction team.
- Attend pre-construction meeting with BU.
- Arrange for accounts to be opened.
- Arrange for personnel & equipment transfers to project.
- Institute construction plan (organize crews & assign foreman to job task).
- Coordinate with regional safety manager to prepare a site specific "Project Safety Plan" and submit to client.
- Coordinate major project activities (such as SWPPP, locates, environmental, fire/water plan, subcontractor work, internal labor activity, etc.).
- Assist with updating schedules and/or progress reports.
- Ensure that all contract-related documents are secure, and copies are forwarded to key management and stakeholders.
- Verify that as-builts & progress charts are maintained and kept separate from construction blueprints and specifications.
- Have a good line of communication with the inspector.
- Keep journal of major events/documentation from owner (such as delays, etc.).
- Ensure that all change-orders are documented and submitted before commencing the work and then billed to the Owner in a timely matter.
- Arrange and/or participate in weekly foremen meetings (review if not attending).
- Arrange and/or participate in monthly safety meetings (review if not attending).
- Participate in monthly job safety review meetings.
- Accountable for tracking and resolving or mitigating issues associated with cost, progress, and schedule for duration of project.
- Generate and/or review/sign superintendent's reports, daily time sheets, daily job briefings, pay raise request, summary of expenditures, billings to Owner, etc.
- Be prepared to make changes to people or equipment on the job, if conditions warrant.
- Monitor units completed versus proposed or bid.
- Assist BU with monthly forecast by the 10th of each month.
- Accountable for compliance with safety program and review all accidents.
- Follow all policies and procedures.
- Follow up on any complaints (from owner, general public, or landowners).
- Ask for guidance from BU when negotiating any changes to scope of work and required additional pricing (bidding can assist with pricing).
- Review and monitor project reports (such as labor/equipment cost, Wright Express, etc.).
- Accountable to see that close out procedures are followed. (Follow Check List in Policy Book).
- Review final billing to ensure that all items are billed.
- Coordinate personnel & equipment transfers from project.
- Assist BU with bluesheet data (such as tooling, traffic control, restoration, and other cost).
- May be required to relocate as work requirements demand.
- May be required to hold a valid class "B" commercial driver's license.
- Read and interpret blueprints.
- Drive and operate conveyance machinery equipped with tools and materials to job site.
- Adheres to all Company Safety and Health Policies
- May work in storm restoration operations to rebuild and/or repair damaged power systems.
- May attend training classes or seminars to gather knowledge of new processes, safety regulations and/or refresher training.
- Work with limited supervision.
- Lifting and handling materials up to 60 pounds unassisted.
- Walking and working across uneven terrain.
- Climbing on and off large trucks and equipment.
- Exposure to hot and cold weather conditions.
