Position: IT System Analyst

Reports To: Director of Information Technology

Salary Schedule / Grade: Refer to District Support Staff Salary Schedule

F.L.S.A Status: Non-exempt

SUMMARY:

Under the direction of the Director of Information Technology is responsible for providing project management in assigned area(s) of responsibility, which includes technical analysis, troubleshooting, maintenance, and modification of broad, complex computer and/or business systems. Typical responsibilities include: maintaining software systems; performing system problem solving; meeting with users to define business needs; performing reporting analysis; serving as a team leader.

The Data and System Analyst owns the data work streams that ensure the Office of Exceptional Children department achieves its goals and objectives. The Analyst partners closely with other district Data & IT staff to drive and support strategic systems and data objectives and projects. This role engages in data management and analysis; communications and change management; and large-scale knowledge and project management within a fast-paced department. The position is responsible for managing and analyzing special education data, reporting on compliance, providing technical assistance to staff, and facilitating data-informed decision-making processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

IT Duties:
  • Writes and maintains user report programs based on the needs of internal departments
  • Provides technical end-user support, including researching user complaints, researching issues, answering technical questions, and/or assisting with application revisions
  • Develops a variety of applications, procedures, reports, scripts, and/or interfaces. Maintains a variety of records and/or documentation for assigned area of responsibility
  • Monitors and maintains systems to ensure system integrity and security, which may include: duplicating and backing up data, managing user accounts and authorizations, maintaining software security, and/or performing other related activities
  • Collect data, observe workflows and monitor system activity to identify vulnerabilities or areas of improvement
  • Creating training processes and documentation to teach others how to use new and existing systems
  • Enter IT support tickets (FMX or other platform) via helpdesk
  • Report application issues to department vendors (external/internal)
  • Hardware- inspect the hardware that is installed on a computer, laptop, phones or other similar devices to ensure that it is connected, switched on, and operational
  • Software-reboot device (Computer, Printer, etc)
OEC department duties:
  • Maintain and audit the data related to students receiving Special Education services
  • Build and maintain data dashboards and data analysis tools
  • Review and analyze metrics related to Special Education services
  • Prepare supervisor to communicate findings, trends and comprehensive reports by developing (and in some cases delivering) presentations, synopses, etc. on an ongoing basis
  • Support with the planning, materials, and rollout of change management to schools
  • Train stakeholders in data stewardship and develop a community of data ownership
  • Ensure accurate and timely data management, analysis, and reporting to meet state and federal requirements for the Office for Exceptional Children.
  • Coordinate data collection and reporting activities to report on compliance with Individuals with Disabilities Education Act (IDEA) regulations.
  • Evaluate existing systems and processes, offering insights for improved data efficiency and accuracy.
  • Adhere to federal, state, and local mandates and guidelines for special education data management and reporting.
  • Provide hands-on "just-in-time" support and assistance to staff
  • Develop content and deliver training to office staff and teachers on use of our applications.
  • Prepare and execute test plans to ensure that patches, modifications, and updates to the system are thoroughly tested before being placed into production.
  • Design and roll out of any system solutions specific to the needs of the Special Education Office around SIS (Both Current and future) and also suggest efficiencies in various existing business processes around the district.
  • Review patches, modifications, and updates to the system to determine impact on current functionality.
  • Recommend system changes for improved workflow, compliance, and/or increased functionality.
  • Create and maintain documentation (e.g., setup documentation, training documentation, user procedures).
  • Perform other assigned duties as required.
QUALIFICATIONS

Bachelor's Degree in Computer Science, Information Technology, Computer Information Systems, or a related field. Prior experience as a systems analyst or in a similar position. Business-related qualifications a plus. Strong analytical and problem-solving skills. Relevant experience may substitute for the degree requirement on a year-for-year basis. Two years of experience in program analysis and design, including one year of lead or supervisory experience.

  • Providing customer service;
  • Defining problems, collecting data, establishing facts, and drawing valid conclusions;
  • Utilizing computer technology used for communication, data gathering and reporting;
  • Communicating effectively through oral and written mediums.
  • Maintaining and upgrading existing systems as required
  • Creating system guidelines and standard operating procedures for the organization
  • Conducting regular reviews of systems and generating reports on efficiencies and improvement areas
  • Strategic, with outstanding problem-solving and critical thinking skills
  • Ability to diagnose issues, identify root causes, and implement effective solutions

WORK ENVIRONMENT

Work is generally performed in an office environment, with frequent interruptions and irregularities in the work schedule. Frequent typing, reaching, sitting, walking, standing, lifting, stooping, or carrying of equipment and materials may be required.
