Summary As an International Relations Officer within the Office of Trade and Labor Affairs, the incumbent will maintain current understanding of international issues, initiatives, programs (trade, economic policy, development finance, international development, livelihood policies, etc.) including the international labor standards relevant to ILAB's mission. This position is subject to a 5-day per pay period minimum on-site work requirement. Responsibilities This position is a TERM position. It is time-limited to (3) three years at which time the appointment will conclude. For this International Relations Officer position, duties may include, but are not limited to, Monitor company and country policies and practices in U.S. trade partner countries for compliance with national and international labor standards and labor provisions of U.S. trade agreements. Formulate analyses of deficiencies or compliance with international labor standards and labor provisions of U.S. trade agreements. Engage with labor, private sector, and government counterparts in trade partner countries to obtain information about labor-related policies and practices. Analyzes and evaluates complaints or allegations that labor rights commitments have been violated under relevant trade agreements, including developing or executing plans to investigate these complaints. Producing and executing effective strategies and/or action plans to address labor issues at the country, regional or sectoral levels, including for inter-agency or multilateral policy processes. Coordinates with relevant U.S. and partner government agencies to get work done. Produces deliverables in situations with quickly approaching deadlines while also handling other multiple fast-paced requests on complex issues related to labor and trade. Requirements Conditions of Employment Qualifications This position has a language proficiency requirement, applicants MUST be able to speak, read, and write in Spanish in order to be considered. You must meet the language requirement above, AND the Basic Requirements listed below, AND the Specialized Experience to qualify for International Relations Officer, as described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This position has a basic requirement that must be met in order to qualify Specialized Experience/Education Substitution Statement(s): Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. or Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. or Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs In addition to meeting the basic requirement above, to qualify for this position, you must also meet the specialized experience listed below. GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience. Your experience must demonstrate expert knowledge of international employment and labor issues in the private or public sector performing ALL of the following duties: conducting monitoring and/or analysis of company and/or country policies or practices for compliance with international labor standards; AND developing labor-related policy or program recommendations for senior leadership; AND conducting research on worker rights; AND engaging with labor union, private sector, and foreign government stakeholders to understand labor-related issues.
