Role: GIS Analyst.
Location: Hybrid / Ashburn, VA.

Job Description:
Most of the work will involve using ESRI ArcPro, ArcGIS Server, ArcGIS Online, and ArcGIS Enterprise for support and developmental needs. Occasional support must also be provided for Microsoft SQL Server, Oracle, and other relational database systems.

Requirements:
• ESRI ArcGIS (ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise).
• ArcGIS Field Maps, Collector, Survey123.
• Editing and Analysis of Spatial Data in ArcPro.
• Linear Referencing.
• Data Projection into different coordinate systems.
• Spatial data management in ArcGIS Pro.
• ArcGIS Online AppBuilder (Custom Applications, Dashboards, Story Maps, etc.)
• Cartographic production.
• ESRI Geoprocessing Tools; knowledge of all tools being used to migrate data to different platforms.
• ESRI Roads and Highways.
• Spatial Analyst Extension for ArcGIS (for working on Rasters).
• Creation of Raster Catalogs from existing rasters.
• Building and designing Geodatabases and development in ArcPro. Add-ins using ArcObjects .NET API.
• Installation and management of ArcGIS Server for Server and Portal extension.
• Creation and management of services for ArcGIS Server and Portal extension
• Development of GIS web applications using ArcGIS Server, ArcGIS Online, and VertiGIS.
• Installation and management of ArcSDE.
• Creation and management of enterprise Geodatabases using ArcSDE and Microsoft SQL Server / Oracle.
• Google Earth and KML/KMZ.
• Knowledge of Python scripting for customizing ArcGIS Geoprocessing tasks.
• Relational database architecture, administration, and management in Microsoft SQL Server, Microsoft Azure, Oracle, Microsoft Access, and federal enterprise systems.
• Create cross-platform integration and connectivity. Build scalable websites that will connect to hosted services.
• Development of ASP.Net WCF Web services for GIS-based applications.
• Knowledge of relational database architecture, administration, and management in Oracle, Microsoft Access, and Microsoft SQL Server systems
• Skills to quickly adapt to rapidly changing software platforms to utilize GIS software advances.
• Development of web applications using Microsoft Visual Studio and Microsoft Visual Web Developer.
• Microsoft SharePoint, Classic ASP, ASP.NET, Macro / VBA programming (Required for older code), VB6 and Visual Studio 6.0 (Required for older code), C++ / C# (Creating Add-ins for ArcGIS Desktop), VB.NET (Creating Add-ins for ArcGIS Desktop), ArcGIS Server development using C#, Python, HTML5, ASP.NET MVC/WCF Web services, jQuery, JavaScript, CSS, Microsoft Azure, Microsoft SQL Server, SQL / PL-SQL, Oracle SQL Developer, Oracle, Microsoft Access, Internet Information Services (IIS) management, Development of applications using Microsoft Visual Studio, Team Foundation Server
(TFS), Crystal Reports.

Education:
Bachelor's in a GIS-related field or 4 years of professional experience in a GIS role.

Responsibilities:
• Project Management: Apply Agile or similar project management methodologies for project development.
• Analytics, Development, and Administration: Enhancing and maintaining GIS web applications created for EFLHD, NPS, and other partners for viewing and analyzing GIS data. The spatial data is maintained in File Geodatabases and other tabular data is maintained in SQL Server. As a part of this responsibility, upgrading to the latest versions of Microsoft IIS, ArcGIS Server, and SQL Server is required to maintain the web application to the latest standards.
• Maintaining and enhancing visualization projects to help the agency and its partners understand data in a better way.
• Keeping abreast of other Web application tools that may be developed and will apply these tools when necessary to accomplish the data-centric decision-making process.
• GIS Database Management: Maintaining and adding new spatial data to the agency's GIS repository. The tabular data collected by RIP is one such example that needs to be periodically geoprocessing and converted to spatial data. Exports and imports of various GIS data types whether this is on a regularly scheduled basis or by special request.
• Relocating data and mapping files.
• Ensuring data integrity meets the organization's requirements by creating and
maintaining metadata for GIS entities as needed.
• Security Management: Creating and maintaining database users, roles, and profiles. All work will be performed based on the organization's requirements.
• Maintaining the database backup and recovery plan.
• Assuring systems meet FHWA security requirements.
• Data Migration: Migrate or transfer data from various database Industry Partners into Oracle, Microsoft SQL Server, and Microsoft Access.
• Change Management: Maintaining a change management system.
• Database Documentation Management: Maintain schema, entity diagrams, data models, data dictionaries, business flow, and other database-related documents.
