Smarter HR Solutions is seeking individuals who are detail-oriented, self-starters, and goal driven for our contract Housing Eligibility Specialist position. This Housing Eligibility Specialist position will utilize federal, state, and county guidelines in determining an applicant's eligibility for Housing Assistance, collecting and organizing incoming client case data and establish and maintain effective working relationships with co-workers, administrators, staff from partner agencies, applicants, and the general public.

Job Duties & Responsibilities

  • Accept and process applications and supporting documentation to determine a client's eligibility for the Disaster Recovery Programs.
  • Conduct fact-finding interviews with applicants to assist in determining eligibility.
  • Assist with Medicare or Medicaid, disability claims, or other government-sponsored programs.
  • Maintain client cases to ensure information is correct and up to date.
  • Verify applications are filled out correctly and verify the information on the application is current.
  • Obtain documents from third parties that assist in making the determination of the client's eligibility for the Disaster Recovery Program.
  • Perform calculations to determine income (24 CFR Part 5.609 Annual Income), duplication of benefits, and award.
  • When appropriate, track referrals made on the client's behalf to case management services or the Housing and Community Resource Center.
  • Collecting and organizing client case data.
  • Manage assigned files including processing and adding applicable notes for all contact activities.
  • Perform other duties as assigned.
Requirements

Job Requirements

Education:
  • High School diploma or GED equivalency required.
  • Associate's Degree or Bachelor's Degree from an accredited institute or college/university preferred.
Experience:
  • Experience and understanding of determining and calculating income based on financial information submitted by an applicant.
  • Two (2) plus years of HUD income determination and eligibility experience.
  • Experience in collecting and analyzing data/stats to identify various trends as it pertains to housing assistance programs.
  • Two (2) years of data management, data collection, statistical data management or related experience.
  • Proficient with income calculation based on HUD's 24 CFR Part 5.609 annual income.
Licensure:

Must have a valid driver's license, reliable transportation, and liability insurance.

Knowledge, Skills & Abilities:
  • Proficiency in the use of Microsoft Office Windows, Excel, Access, PowerPoint, and Word.
  • Strong knowledge of HUD and Fair Housing Regulations and Policies.
  • The ability to learn applicable software programs as required.
  • Must have experience and possess excellent customer service skills.
  • Must have good written and oral communication skills.
  • Must be able to organize, collect, interpret, and process information concerning housing assistance applications.
  • Possess the skills to draft correspondence and chronologically document files.
  • Possess the skills to maintain quality control over work assignments.
  • Ability to read and interpret regulations about the administered programs and guidelines.
  • Good organizational skills and attention to detail.
  • Bilingual is a PLUS.

Work Environment:

The work is primarily sedentary with occasionally required travel to training events or meetings.

The job is performed in a professional office environment.

Physical Demands:

This is primarily a sedentary role; however, working with files is required.

This would require the ability to lift up to 10 pounds and bend and stand as necessary.
