Directs & administers all district planning activities & supervises assigned staff (e.g., provides developmental opportunities; evaluates performance; approves leave; recommends discipline). Identifies & works to achieve strategic goals for District Planning Department consistent with ODOT's mission, vision, & guiding principles. Performs work directly related to the management &/or general business operations of ODOT (i.e. Planning), exercising independent judgment & discretion pertaining to matters of significance. Utilizes quality principles & initiatives as part of routine operations. Develops & implements policies & procedures for the Planning area; responsible for efficient allocation of Planning resources (e.g., staff, budget allocation, technology & equipment); establishes management operating procedures to monitor Planning work processes & accurately assess cost effectiveness of programs. Assesses the state of the existing system, forecasting future system conditions, establishing goals for future conditions, evaluating alternative programs & projects to optimize the future state of the system, & developing balanced plans & programs as defined by ODOT Executive Leadership for the Districts' transportation system for each of the planning activity areas: Program Management - leads the development of the Annual & Multi-year plans in collaboration with the Capital Programs Administrator, District Design Engineer, District Highway Management Administrator, District Deputy Director, Transportation Systems Management & Operations (TSMO) Coordinator, & County Managers to produce the work plan that includes bridges, pavements, maintenance, highway management; programs projects to establish a quarterly & annually balanced (as defined by ODOT Executive leadership) distribution of sales; produces the District Statewide Transportation Improvement Plan (STIP), coordinates with the Metropolitan Planning Organizations (MPOs) in the production of their Transportation Improvement Plans (TIPs); conducts public involvement activities, & advances ODOT initiatives. Environmental - ensures required public involvement, appropriate environmental permits, documents, & MIS documents are completed & submitted; advises design & construction agencies of environmental commitments. Traffic - conducts studies & coordinates programs relative to highway safety & operations, permits, capacity analysis, system's needs & conditions; conducts district traffic counting program. Bridges - conducts or coordinates programs relative to bridge inspections & conditions, inventory, & system needs. Pavements - conducts or coordinates programs relative to pavement conditions & system needs. Signs plans &/or engineering documents as registered professional engineer & has authority to approve contingencies.

Directs preparation of highly technical engineering reports (e.g., manuals within planning) & develops long range plans for Planning to address issues having future impact on department. Oversees project estimating processes & project sale distribution. Serves as a liaison to & coordinates with Highway Management Administrator, TSMO Coordinator, Central Office, neighboring Districts, MPOs, Ohio Rail Development Commission (ORDC), Federal Highway Administration (FHWA) & other Federal Agencies, local governments, consultants, & other transportation modes for transportation planning. Participates in the MPO & statewide planning processes, the Transportation Review Advisory Council (TRAC) process & other relevant transportation planning processes, coordinates the inclusion of other program management areas (e.g., major new projects major bridge activities, etc.) into district activities; assures accurate & timely updating of management information systems as they relate to the delivery of the program (e.g., ELLIS, Bridge Management System (BMS), Pavement Management System (PMS)) & assures their business rules, policies, & procedures are implemented, used, & maintained as standard business practice in their designated work environments. Keeps Capital Programs Administrator & other leadership members informed of status of planning activities through meetings, correspondence, &/or reports. Reviews processes & recommends streamlining opportunities to CPA.

Represents department on various external committees; serves on internal task forces to provide expertise in Construction; meets with consultants, contractors, & government officials to explain programs & coordinate projects; responds to inquiries from various public & private organizations; testifies as expert witness as needed before committees, government entities, & in court. Works collaboratively with the District Construction Engineer & the District Design Engineer to create, update, & maintain inventory of assets. Assists in evaluating assignments & workloads to address changing priorities with respect to CPA departments (i.e., Planning, Design, & Construction). Ensures staff remains abreast of technological & regulatory changes & receives training in new procedures, skills, & utilization of tools (e.g., personal computer, software packages, equipment). Ensures staff is empowered to make decisions & execute assignments; responsible for effective & proper utilization of staff consistent with contract, laws & policies, accountable for safety practices & for ensuring safety of staff. Informs staff of activities &/or changes (e.g., updates on policies, area/departmental activities) using internal communication &/or meetings; represents Planning Department at meetings &/or seminars with local, county, & federal officials, engineers, consultants, & general public pertaining to Planning activities.

Assists Contractor Compliance Officers (CCOs) in ensuring Commercially Useful Function (CUF) requirements are met for professional services (e.g., oversees interviews, fills out forms & ensures completed forms are documented with recommendation of compliance vs. non-compliance).

Qualifications

Licensed as registered professional engineer by Ohio Board of Registered Professional Engineers & Surveyors; 3 yrs. exp. in supervisory engineering position or 3 yrs. exp. performing duties of exempt staff specialist for Ohio Department of Transportation (i.e., exp. as exempt staff specialist only applies to staff specialist positions).

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 4, 85644.

-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
