Position Overview

Compensation Range: $70,844 - $81,473

Status: Open Until Filled

This role is a technical engineering position supported by the Special Purpose Local Option Sales Tax (SPLOST) aimed at enhancing transportation systems. Under the guidance of the City Engineer, the incumbent will oversee project management, provide supervision, and deliver technical expertise for the execution of municipal transportation enhancement initiatives. Key focus areas for this role encompass project oversight, design, construction management, and inspection of transportation, traffic, and stormwater infrastructure projects.

Key Responsibilities:
  • Manage and coordinate consultants in the execution of city-wide projects and programs, which include conceptual design, engineering, right-of-way acquisition, construction, and inspections. This involves setting project timelines, evaluating reports and designs from consultants, and conducting overall project assessments.
  • Gather and analyze information from various departments such as engineering, streets, traffic, utilities, and parks to assess current and future project feasibility, priority, and scheduling.
  • Maintain comprehensive documentation of research and design activities, presenting findings to management and elected officials.
  • Ensure adherence to plans and specifications, as well as compliance with all relevant federal, state, and local regulations; conduct periodic site inspections, validate change orders, and resolve conflicts among consultants, contractors, and inspectors.
  • Develop and implement short- and long-term objectives and strategies for the assigned area to ensure effective organization and project completion.
  • Prepare and assess proposals and bids, coordinating the review process with other project engineers and the purchasing department to manage bid document distribution, respond to bidder inquiries, issue addenda, and evaluate bid acceptability.
  • Provide recommendations for the awarding of construction and consulting contracts, overseeing project management staff and consultants to control costs, mitigate risks, and resolve disputes.
  • Engage with senior management to keep them updated on significant issues and progress towards objectives, offering recommendations for necessary improvements.
  • Participate in staff meetings, complete required documentation, and prepare reports on programs, projects, and progress as needed; collaborate with other departments on inter-departmental initiatives.
  • Undertake special assignments as directed, including research and preparation of reports, development of compliance programs, and administration of grants.
  • Formulate and recommend budgets for assigned programs and projects, ensuring compliance with established financial parameters.
  • Address concerns and inquiries from both internal and external stakeholders, participating in public education efforts related to the specialty area.
  • Conduct periodic inspections of work to ensure compliance with established standards and environmental safety protocols.
  • Fulfill additional related duties as assigned.
Qualifications:
  • Bachelor's degree in civil engineering or a related discipline.
  • A minimum of 5 years of experience in municipal civil engineering, with at least 3 years in transportation project management or a similar capacity.
  • Preferred: State of Georgia Engineer in Training certification at the time of hire or the ability to obtain it during the probationary period.
  • Preferred: State of Georgia Professional Engineering Registration or the ability to obtain it during the probationary period.
  • Proficiency in Microsoft Word and Excel is required.
  • Familiarity with AutoCAD or MicroStation is preferred.
  • Understanding of city codes and ordinances, including development codes related to utilities, floodplain management, soil erosion control, and stormwater management.
  • Knowledge of state and federal regulations applicable to municipal public works.
  • Comprehensive understanding of the GDOT Plan Development Process, right-of-way acquisition practices, and inspection requirements for transportation construction projects.
  • Strong management skills, including the ability to oversee consultant activities, budgets, schedules, and permitting processes.
  • Ability to effectively plan and organize schedules.
  • Excellent verbal and written communication skills, including the ability to address citizen concerns and deliver presentations.
  • Valid Georgia Driver's License with a satisfactory driving history, including no DUIs in the past 5 years. A drug screening and background check will be conducted at the time of hire.
