CLASS DESCRIPTION

The Workforce Strategist drives the development and implementation of effective workforce strategies, programs, and initiatives. Using technology, data, and relationship building, they enhance the workforce experience and engagement of local Practitioners. Through analytics and feedback, they design strategies to continuously improve engagement. Desirable Candidates will have the ability to influence key stakeholders and operational owners through well-articulated strategies backed up with metric driven value statements.

ESSENTIAL FUNCTIONS
  • Serves as the operational arm of the Practice Advisory Community. (Planning, budget, attendance, coordination, and overall support)
  • With the assistance of the PA Governance Committee, develop quarterly convenings. This includes scheduling, topics, location, and guest speakers.
  • Maintains and onboards members of the PA Governance Committee. This committee is made up of workforce development and supportive service practitioners that are members of the larger PA group. This group currently meets virtually monthly.
  • Coordinate and host two professional development activities each year. (Based on PA community suggestions)
  • Partners with and supports the initiatives within the "Vision for a Coordinated Workforce System". (Access Points, Baltimore Data Bridge and Employer Services)
  • Encourages community engagement with new and existing partners. (Internal and External partners)
  • Serves as the point of contact for existing and potential PA activities.
  • Work closely with internal and external leaders to plan and implement change projects and strategies which help realize the agency's vision and mission.
  • Establish project management tools and processes, including setting up and chairing the appropriate project governance meetings.
  • Provide a corporate-level view on a select number of high-priority strategic issues facing the agency.
  • Develop strategic partnerships with leaders and other internal clients to identify and intervene on change management initiatives that foster organization learning and address agency strategic goals and needs.
  • Continuously evaluate all learning and development programs and create new and breakthrough methods using data and analysis.
  • Play a significant role in shaping the strategic systems-building agenda.
  • Provide consulting, expertise and project management for specific strategic initiatives that are deemed critical to the agency's success.
  • Formulate senior management presentations and interacting with leadership across the agency to ensure alignment and synergy.
  • Facilitate strategic management processes.
  • Drive complex project-based initiatives across the agency.
  • Use analytical skills and judgment to solve problems with limited information at hand.
  • Stay up to date with industry best practices and trends in workplace experience and employee engagement.
  • Study and understand the history, structure, objectives, programs, and financial needs of the organization.
  • Research grant opportunities from government and non-government agencies.
  • Draft grant proposals and supporting documents based on the funding requirements of the organization.
  • Submit proposals to grant coordinators for approval.
EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor's degree from an accredited college or university in Business Administration, Human Resources, Public Administration, Social Sciences, or a related field.

Certifications (optional):
  • Professional certifications such as Project Management Professional (PMP), Certified Workforce Development Professional (CWDP), or similar credentials
  • Certifications in data analysis or human resources, like SHRM-CP or HRCI's PHR
Advanced Degree (optional):
  • A master's degree in a related field
KNOWLEDGE, SKILLS, AND ABILITIES
  • Emphasis on Growth Orientation. As the agency takes on new responsibilities in its "systems building" capacity new projects and opportunities will arise organically and non-organically. Candidates will need strong analytical skills, good business acumen and the ability to span boundaries.
  • Emphasis on analytics. One important success factor is building a fact-based case for change. Strategic initiative leaders need to be comfortable with ambiguity and working with large amounts of data and information.
  • Focus on Strategic Internal Working Groups - Internal working groups will be formed to ensure agency alignment with the vision and synergy in programs, projects, and other activities. This position will support those cross-departmental working groups to drive forward their work.
  • Project Management - There is a strong role for project management in the accomplishment of strategic initiatives. Candidates will demonstrate their ability to manage projects with cross-divisional teams to pursue and leverage opportunities. The Manager of Strategic Initiatives must work with operating team members to develop and refine project management framework and coach teams.
