SUMMARY:

CF Day and Associates is seeking a qualified candidate to fill our Budget and Logistics Manager position. This position is contingent upon government approval.

Location: Arlington, VA

Clearance: Secret

REQUIRED:
  • Bachelor's degree required, preferably in the areas of Accounting, Logistics Management, or Business Management
  • A minimum of six (6) years staffing or action officer level experience within DOD or other federal agencies
  • Experience in DoD budgeting within Federal agencies
  • Proven experience with the PPBE process to focus on budgeting, management and resource allocation of acquisition programs.
  • Demonstrated experience with DoD PPB&E process
  • Demonstrated experience with Department of Defense component's regarding Program Objectives Memorandum (POM) for resource allocation decisions of the Military.
  • Demonstrated experience and understanding about items of supply to include the National Stock Number (NSN), the Approved and Non-Approved Item Name, Manufacturers and Distributors information (to include Part Numbers)
  • Supporting procurement, storage, sustainment, inventory accounting, and transport of Strategic National Stockpile (SNS) assets.
  • Supporting the purchase, accountability, acquisition, inventory management, maintenance, replacement, transportation, and final disposition of assets.
  • Experienced with DoD budgeting, logistical plans, protocols, and standard operating procedures for execution of logistics function.
PREFERRED:
  • Experienced as Property Book Officer (PBO) or other logistics supply training and certifications.
  • Property Book Unit Supply Enhanced (PBUSE) certification.
  • Evidence of authoring, coordinating and publishing DOD policy, doctrine or official Naval Correspondence (MCOs, MarAdmins).
  • Demonstrated experience in writing Information/Decision Papers and creating briefs for official use within executive level leadership within DOD and other federal agencies.
DUTIES AND RESPONSIBILITIES:
  • Provide status of funds updates and analysis for civilian and non-civ pay. With the use of Program Budget Information System (PBIS) and Marine Corps Procurement System (MCPRIME), and Advancing Analytics (ADVANA) databases, provide a monthly update on status of funds.
  • Perform the necessary analysis and studies of new and existing Civilian and Non-Civilian funding requirements. Identify and recommend changes to existing support concepts and/or resources.
  • These analyses shall include recommendations to enable the LE Branch to make informed decisions with regards to Planning, Programming, Budgeting and Execution (PPBE) submissions and civilian labor dollar forecast and execution.
  • Prepare after-action reports, summaries, or information briefs for the LE Branch as they relate to Civilian labor funding and execution.
  • Maintain existing approved equipment lists or Approved Product Lists (APLs), validating APL annually by NSN or Item number using FED Log, xx, or other approved location and provide a list of potential vendors that are Berry Act/Made in America compliant.
  • Facilitate Family of Law Enforcement Equipment (FoLEE) FoLEE Integrated Product Team IPT and community working groups (WGs) and annual reviews of existing APLs and recommend potential enhancements and technological advancements.
  • Support an annual FoLEE community WG or IPT.
  • Conduct an annual review of FoLEE items and identify any transition into formal programs of record.
