GENERAL PURPOSE To perform work in support of airfield airside and landside operations while maintaining a 24-hour Airport Operations Center (AOC). SUPERVISION EXERCISED This is a non-supervisory position. ESSENTIAL DUTIES AND RESPONSIBILITIES CORE COMPETENCIES: Monitor the Energy Management System (EMS), air traffic control tower and ground radio communications, fire enunciator panel, closed circuit television cameras (CCTV), Access Control System, alarms, and responding as required. Operate and maintain CCTV systems for two airports, consisting of computers and software maintenance as well as cleaning and servicing of cameras and associated equipment. Monitor access control, security alarm system, fire enunciator panel and EMS and respond to alarms as required to resume normal airport operations, safety and security. Maintain Airport Access Control System to include issuing identification (ID) badges, auditing files and access media for correct information and updating and renewing access as necessary. Enforces airport rules and procedures to include Federal Aviation Administration (FAA) Part 139, as well as Transportation Security Administration (TSA) and Department of Defense (DoD) requirements to ensure compliance with appropriate operations and security directives. Effectively communicates status of all systems through oral and written means. Act as duty airport manager on a shift basis during those periods when the primary airport staff is not on the airport property. Monitor air and ground radio communications and responds as appropriate, also relays information concerning threatening weather conditions, runway closures and aircraft emergencies involving possible life-threatening situations. Maintain security logs, emergency phone alert lists, emergency checklists and Standard Operating Procedures (SOPs). Maintain technical information manuals associated with the Safety and Operations of the Airport. When necessary, interact with TSA, DOD and FAA concerning airport operations and security. Coordinate with Robert Gray Army Airfield (RGAAF) Operations to publish NOTAMs and updates for the advisory system. Respond to emergencies/situations in accordance with appropriate regulations and guidelines as necessary to resume normal airport operations, safety and security. Ensure compliance with Airport Rules and Regulations, FAA, TSA and DoD security programs, as well as City of Killeen Rules and Regulations. Responsible for all special charter and diversion aircraft utilizing the Airport which may include the marshaling, loading of passengers, loading bags, ticketing, boarding and associated tasks. Keep immediate supervisor and designated others fully and accurately informed concerning present and potential work problems and makes suggestions for new or improved ways of addressing such problems. Communicate and coordinate regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities. Record, manage and maintain all work orders for the Airport in coordination with the maintenance division. Conduct airside FAA Part 139 inspections. Conduct landside inspections. Receive and transmit all fuel orders and other requests for all aircraft/airlines utilizing the Airport. Process all Prior Permission Requests (PPR) for use of the Airfield. Take and process fingerprints and TSA Security Threat Assessments (STA) for all Airport employees. Monitor airport baggage handling system, divert bags as necessary and report problems to maintenance. Train and brief all airport employees and others as needed on TSA security directives. Track, process and maintain control of all access media and ID Cards issued at the Airport. Perform other directly related duties consistent with the role and function of the classification. Conduct community outreach events through airport tours and other events. Provide Ground Security Coordinator (GSC) services to all requesting airlines at the airport and other airports in the United States to include a review of all security related functions for which the aircraft operator is responsible. Initiates immediate corrective action for each instance of noncompliance with airport operator’s security program and applicable security directives. Provide on call aircraft catering as part of the airports charter business as requested. Maintain the airports Flight information Display System (FIDS) and digital signage at the Airport. Maintain and update as needed the Airport Public Address (PA) and paging system. Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and comply with City of Killeen driving policy accordingly. Serve as a member of various employee committees. Perform other duties as assigned.

Required minimum qualifications Education and Experience: Graduation from high school or equivalent; and One (1) year progressively responsible related experience required; or Two (2) years college education with major course work in aviation management or closely related field preferred; or Any equivalent combination of education and experience. Knowledge, Skills and Abilities: Ability to communicate effective orally and in writing. Ability to establish and maintain an effective working relationship with employees and city officials. Ability to use tools and equipment as listed. A working knowledge of computer systems. Ability to prepare reports. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to maintain efficient and effective automated airport systems. Ability to deal with problems involving several concrete variables in standardized considerable knowledge of airport operations, specialized aviation related knowledge of FAA regulations, and Aviation radio operations. Maintain regular and punctual attendance. Special REQUIREMENTS

Must have a valid driver's license by date of hire. Must obtain and maintain a Texas Driver’s License within 90 days of hire. Employee must pass a fingerprint-based FBI background check by date-of-hire. Employee must pass a TSA Security Threat Assessment (STA) by date-of-hire. An FAA issued dispatcher’s license or equivalent military aviation experience is desirable. Must be able to work any shift or hours assigned, including overtime, weekends and holidays. Employee’s residence must be within 30 minutes driving time from the Killeen City limits. TOOLS AND EQUIPMENT USED Various types of computer software and systems to include copy machine, fingerprinting scanner, fax machine, typewriter, aviation radios, telephone, motor vehicles, ladders, motorized lifts, all-terrain vehicle, boarding bridges and appropriate safety equipment as necessary. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
