License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education Qualifications: Bachelor's degree in related field required.

Experience Qualifications: Five years of finance and/or accounting experience required. Experience in governmental accounting, budgeting, supervising, and a working knowledge of OpenGov and/or PeopleSoft applications highly preferred

Skills Qualifications: Knowledge of accounting and budgeting methods and theories; ability to use advanced spreadsheet and database software on the computer; high degree of skill in organization and problem-solving; ability to manage people and processes; effective written and oral communications skills; ability to analyze existing processes and identify areas for improvement; and knowledge of OpenGov and/or PeopleSoft applications highly preferred.

Primary Responsibilities: Assist the Director of Budgets and Position Control in leading and directing the planning and development of the annual budget and position control function as well as accurately analyzing, evaluating, and preparing reports relating to programs and accounts for the Budgets Department. Responsible for the maintenance and operation of the District's budgeting tool, OpenGov.

1. Assist the Director of Budget and Position Control in leading the development and monitoring of the annual budget and position control.

2. Function as OpenGov Planning and Budgeting and/ or other Budget Software Development System lead administrator.
a. Manage and maintain OpenGov modules ensuring accurate position, budget, and actuals data.
b. Manage and maintain PeopleSoft ledgers relating to the budget modules (budget ledger, commitment control) for financial reporting and data integrity.
c. Develop and maintain workflow and lead associated activities.
d. Develop and deliver training related to all budget software.
e. Coordinate and collaborate with the T&I Division as needs arise that are related to the budget software and system.
f. Assist with the user testing and upgrade activities related to the budget modules to ensure systems are functioning as needed.

3. Supervise the position control function.
a. Supervise the preparation of the reconciliation of monthly payroll with budgeted position rosters.
b. Monitor positions that are allocated through formula to determine if school level staffing meet state requirements and notify the Director of Budgets and Position Control of potential staff allocation overages or variances.
c. At the direction of the Director of Budgets and Position control, collaborate with the Division of Human Resources and program managers concerning allocation discrepancies,

4. Collaborate with internal teams on grant and special revenue budgets.

5. Make recommendations to the Director of Budget and Position Control on budget activities and strategies.
a. Review and analyze planning factors such as revenue forecasts.
b. Assist with the preparation of the monthly board financial reports.
c. Develop baseline budgets and cost out new initiative activities.
d. Provide detailed budget and salary analysis to Director of Budget and Position Control.
e. Calculate and analyze data for risk management and worker's compensation, and audit needs.
f. Prepare reports for leadership and present data to stakeholders as needed.

6. Provide leadership for the development and continuous improvement of business processes in the areas of budget management and position control.

7. Stay abreast and informed of industry changes and best practices in K-12 budget management and position control.

8. Complete other projects as assigned by the Director of Budget and Position Control and/or Executive Director of Budgets, Strategy & Risk Mitigation.

9. Perform other duties as assigned.
