The Department of Citywide Administrative Services (DCAS) seeks to hire a City Research Scientist Level 1, who will function as the Senior Fiscal Officer within the Fiscal and Business Management (FBM) Line of Service under the Agencywide Expense Budget Unit.

The Fiscal and Business Managements Agencywide Expense Budget Unit implements the agency's personal service (PS) and other than personnel service budgets (OTPS); monitors operating budgets and forecasts; prepares expense plans; administers budget modifications; and serves as a liaison to OMB and other oversight agencies. The unit works with the DCAS lines of service (LOS) to identify new needs; ensures headcount and other expenditures are current and budgeted appropriately; and monitors agency spending against budget allocations to evaluate required funding.

The duties and responsibilities associated with this role consists of a portfolio of programs tailored to the candidates experience, interest, and skill. Portfolios may include but are not limited to: Building/Facilities Management, Real Estate, Energy Management or Administrative Services. This role is significantly complex, requiring great attention to detail, excellent analytical and quantitative skills, and advanced computer skills.

Responsibilities / Tasks may include but not limited to:

1. Serve as the finance liaison to DCAS Lines of Service (LOS), overseeing financial analysis including all budget modifications, new need requests, and savings proposals.

2. Prepare monthly OTPS and PS analysis and projection reports using historical spending trends and year-to-date commitments.

3. Review new needs submissions with LOS ensuring that all required backup is included.

4. Track budget to actuals on a monthly basis, ensuring programs are staying within their allocated budgets.

5. Work with the LOS to find efficiencies, develop savings options, and make recommendations for meeting agency PEG targets based on statistical analyses, cost effectiveness, and revenue

generating opportunities, in coordination with the revenue team.

6. Prepare and monitor the progress of budget modifications and other technical exercises, ensuring compliance with approved funding allocations and cost-effective financial planning.

7. Monitor the performance and status of LOS projects and spenddown of dedicated funding for these projects.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
