The Director of Administration is responsible for directing a team of specialists on full-cycle personnel and administrative needs. This position oversees team members with responsibilities such as, but not limited to, team member services and support, all other personnel-related functions, payroll, employee benefits, 403(b) retirement plan, office management, IT, marketing, networking events, open enrollment and HIPAA compliance. Proven experience with implementing strategic initiatives related to personnel development, adhering to compliance regulations, recruiting talent, supporting agency culture, and advising leaders on personnel matters is required. The Director plays an active role in providing consultative and tactical support to ICM leadership and employees on all personnel-related matters. The Director cultivates and maintains effective work relationships; assists with the administration, coordination, and evaluation of various human resources functions across ICM, and communicates cross-functionally with other Department of Finance & Administration team members.

Primary Duties and Responsibilities

The responsibilities described below may not reflect all duties asked of this position, but rather indicate categories of work. Duties will include, but will not be limited to the following: Drives successful execution of personnel and talent management processes including employment policies and procedures and compliance with federal and state employment laws and regulations.
• Partners closely with the CFO to influence key organizational strategy, structure, communication, and personnel decisions.
• Directs the office manager and property manager function. • Oversees all employee benefit programs and successfully coordinates with 3rd party entities involved with welfare benefit plan development, enrollment, continuation, and termination.
• Responsible for day-to-day direction of team member specialist function which includes personnel file management, employee benefit management, onboarding, recruiting support, licensure, etc.
• Supports the development of a high performing, pro-active personnel function and competence that delivers effective support and partners successfully with ICM's Operations and finance leaders.
• Comprehensively cross-trained with ICM's Finance function for all payroll, 403(b) retirement plan, and employee related functions
• Collaborates with CFO, Finance, and Team Member Services to improve the programs, policies, practices, and processes associated with meeting the strategic and operational employee matters of the organization.
• Enthusiastically embraces, supports, and models ICM's values and mission.
• Assists in documenting new and revised policies, procedures, programs, and metrics that support the achievement of the organization's business goals.
• Special projects as assigned, including grant administration projects and others
• Perform other job-related responsibilities as assigned.

General Requirements for All ICM Employees
• Understands and endorses ICM's mission and vision Plan
• Follows all ICM policies and procedures and asks for clarification and explanation when needed
• Understands and complies with all HIPAA regulations
• Maintains a clean and orderly work environment
• Maintains prompt and regular attendance.

Minimum Job Requirements
• Bachelor's degree in Business Administration or related field
• Excellent written, verbal, and social communication skills

Work Schedule

Primarily, the days and hours will be Monday - Friday 8 am to 4 pm. Weekends and evenings as needed if emergencies arise. Hours and workdays will vary to accommodate the needs of the customer and ICM. ICM permits a hybrid approach to working remotely and in-office, as approved by the supervisor. This position would allow a hybrid approach of 2-3 remote days per week, on a flexible basis, based on employee and supervisor preference. Travel to other ICM locations, conferences and other work-related activities may sometimes be necessary, but should not exceed 10% of the time.
