The Opportunity WSDOT is currently seeking a co-manager for the Olympic Region (OR) Traffic Design program in support of the Region’s project development and construction program.

The OR Traffic and Transportation Operations Office leads, directs, and manages the Region’s traffic program, including four major functional groups: Traffic Operations, Freeway Operations, Traffic Design, and Signal and Electrical Operations and Maintenance. The Traffic Design Alternative Delivery Engineer provides leadership, direction, support, management, and engineering oversight for the Region’s project development and construction activities for the Progressive Design Build (PDB) and Design Build (DB) projects as they relate to Traffic. This position represents WSDOT in discussions and negotiations with local residents, State Representatives, Federal agencies, Resource agencies and PDB contractors concerning coordination of projects throughout the design and construction process, specifically with the Design-Build and progressive design build delivery method.

This position directly supports the agency's strategic plan and goal areas of 1) Workforce Development, by providing staff with a workplace that supports and promotes training and development for professional growth and upward mobility; 2) Diversity, Equity, and Inclusion, by creating, influencing, and fostering a physically and psychologically safe workplace, where all employees feel that they belong; and 3) Resilience, by ensuring, through effective management controls and adherence to WSDOT policies, that Traffic Design and Alternate Delivery are administered to the expected quality, safety, and stewardship standards to support Washington’s long-term resilience.

What to Expect Among the varied range of responsibilities held within this role, the Traffic Design Alternative Delivery Engineer will: Provide leadership, support, management, and engineering oversight of the Region Traffic Design program related to DB or PDB. Be responsible for managing project schedule, budget, and professional staff involved in traffic design, analysis, construction work zone strategy, and other traffic related work. Be responsible for the development of strategic plans for staffing and budget needs. Direct staff who prepare traffic portion of project scoping, schedule, and budget. Review project development documentation for design approvals. Provide guidance to subordinates regarding design standards, practices, documentation, and career development, and establish policy for standard operating procedures within the office. Provide technical expertise, guidance, decisions on complex traffic related issues on traffic design, traffic analysis and modeling, safety analysis and recommendations.

Some work may be physical and performed outdoors in all types of weather conditions, during both daytime and nighttime, and may require traversing rough, steep, and uneven terrain. Periodic weekend or evening work as needed for delivery or emergency response.

Qualifications To be considered for this opportunity, the following are

required : Professional Engineer’s License (License holders from other states will be expected to obtain a WA State PE license withing six (6) months of appointment). Two (2) years of supervisory/managerial experience. Seven (7) years of experience in traffic design, highway design, and/or traffic operations. In addition, it is necessary to have a thorough understanding of traffic engineering principles, state and federal laws, rules, policies, and processes in the areas of traffic operations, design, analysis, and safety. NOTE: A bachelor’s degree in civil engineering or a related field will substitute for two (2) years of required experience. Strategic leadership abilities including, the ability to work across boundaries, build and maintain effective teams, coach, and mentor others, embrace and lead change, resolve conflicts, encourage employee engagement, and develop and implement process improvements. Advanced skills to communicate information effectively and professionally to a diverse audience, both virtually and in-person, using a variety of electronic media, including but not limited to telephones, email, text, video conferencing and computer conferencing; speak at public meetings. Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and software utilized for purchasing, inventory, and asset management. Knowledge and demonstrated experience practicing core Diversity, Equity, and Inclusion principles; and possess a demonstrated commitment to valuing diversity, equity, inclusion, and belonging. Skills to work with stakeholders and partners to create long-range plans and goals; apply technical knowledge in multiple environments. Advanced skills in establishing, interpreting, and applying policies and standards, plans, and setting objectives and goals that support overall program strategy/results; monitoring, measuring performance, and making necessary course corrections to the same. Skills in negotiating and settling disputes, and problem-solving complex issues. Skills in planning, organizing, prioritizing, and completing projects on time and within budget; review technical and professional documents. Skills in reviewing, certifying, and approving technical documents such as traffic analysis reports, traffic signal, signing, illumination, Intelligent Transportation Systems, and traffic control design and plans, specifications, and estimates (PS&E).

It is

preferred

that qualified candidates also have: Master’s degree in civil engineering or related field. Six (6) years of demonstrated and progressively responsible supervisory/managerial experience. Experience supervising public sector employees in a union environment.
