THE TEAM: Marin County Employees' Retirement Association (MCERA) assists the Retirement Board in the administration of the retirement system. The membership of the Association includes employees from 9 different employers. In executing its responsibility, MCERA collects contributions from members and employers, calculates and pays retirement and death benefits, administers medical benefits for most retirees and provides education and customer service to members and employers.
The Retirement Benefits Technician position focuses on providing retired member services which involves the tasks of processing the retiree payroll and related duties, administering medical plans and providing related customer service. The position may also function as the department's Disability Coordinator and/or perform other duties as assigned within the classification.
ABOUT YOUOur Highly Qualified Candidatepossesses experience with payroll or retirement benefits administration and has worked with payroll or retirement administration database management systems. We are looking for someone with strong analytical skills with an eye towards detail and accuracy. Additionally, this individual possesses a strong commitment to customer service and working collaboratively with other team members.
QUALIFICATIONS
KNOWLEDGE OF
- County Employees Retirement Law of 1937, Public Employees' Retirement System, and other state or local laws related to retirement.
- Bookkeeping principles and practices as applied to a wide variety of transactions which include computerized accounting and recordkeeping systems.
- Use of reference materials, documents and document control and data collection.
- Methods and techniques of researching, proofing, evaluating, gathering, organizing and arranging data.
- Business math, English, punctuation, spelling and grammar.
- General office practices and procedures.
- Interpret, apply and explain applicable rules, codes, regulations, procedures, policies, laws and precedents.
- Understand and interpret the provisions of the County Employees' Retirement System, financial records, and the Retirement Act of 1937.
- Respond professionally, accurately and timely to members? inquiries; clearly explain irrevocable retirement options to retirees and employees, both directly and in group presentations.
- Prepare and maintain accurate and complete financial and retirement records and files.
- Perform accurate mathematical calculations involving serial calculations from a variety of sources.
- Operate electronic information equipment and specific systems and enter data accurately.
- Research, compile, and present financial data.
- Identify and resolve discrepancies in financial and accounting records.
- Establish and maintain effective working relationships with those contacted in the course of the work.
- Organize and prioritize work.
- Maintain confidentiality of sensitive member data.
- Write clear, concise reports and work effectively under deadlines.
Any combination of education and experience that would provide the knowledge and abilities listed in theclass specification. Typically, completion of two years of college coursework in any field AND two years of experience in accounting, finance, bookkeeping, payroll, accounts payable and/or budgetary support; OR
Two years of technical experience in processing retirement applications and counseling employees regarding employee retirement benefits.

The eligible list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.
Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
