Grant Compliance Specialist

to perform complex and technical duties associated with grant administration and compliance. This role is integral to the effective operation of the County's complex fiscal environment. Job Duties include: Ensures proper monitoring and internal controls are in place for grants. Provides technical assistance for grant proposal development, vendor selection, and contracting. Coordinates the collection, development, and analysis of data and other information. Analyzes, interprets, and applies Federal, State, Local Government, and private funder’s statutes, rules, and regulations regarding grant administration and implements related county-wide processes. Verifies compliance with the Uniform Grants Guidance and adherence to Federal, State, and Local policies and procedures. Monitors grant activity County-wide; reviews grant proposal submission, budgets, contracts, reports, and other grant-related documents for accuracy, completeness, and contract compliance, and adherence to all timelines. Serves as the subject matter expert in support of grant project administrators. Develops and updates Grants related policies, procedures, and forms. Reviews county contracts for compliance with county requirements, state law, and Grant funding restrictions. Reviews Schedule of Expenditures of State and Federal Awards in preparation for Annual Audit. Develops and maintains relationships with funding agencies, grant program officers, and State Auditors. Minimum Requirements: Bachelor’s degree in Business, Accounting, Public Administration, or a related field. Four (4) years of progressively responsible experience including at least two (2) years of grant auditing, administration, and accounting. Completion of the coursework requirement for a Certified Public Accountant (CPA) or current CPA desired. At its sole discretion, Whatcom County may consider combinations of education, experience, certifications, and training in lieu of specifically required qualifications contained herein.
