POSITION SUMMARY

The Emergency Dispatcher is a Public Safety professional that performs skilled work operating in a primary PSAP answering calls and texts for police, fire and EMS (Emergency Medical Service). Provides citizens with quick, efficient handling of emergency and non-emergency calls, and to provide Police Officers with detailed information pertaining to the call for service via radio or telephone to ensure a safe and secure community. Operates CCIC/NCIC, runs queries for officers/detectives and enters data.

The following statements are illustrative functions of the job and do not include other nonessential or peripheral duties that may be required. The Police Department retains the right to modify or change the duties of essential and additional functions of the job at any time without notice.

ESSENTIAL FUNCTIONS

  1. Call Processing Responsibilities
  2. Utilizes multiple phone lines with the enhanced 9-1-1 computerized phone system, field and process 9-1-1 emergency, non-emergency and administrative phone lines. Follow call taking protocols, and transfer/coordinate calls with the fire department/EMS and neighboring agencies as needed.
  3. Answers and processes TTY/TDD and Text to 9-1-1 calls.
  4. Utilizes a foreign language translator for callers as needed.
  5. Assigns call type and enters call details in the computerized dispatch computer and updates calls as information is gathered.
  6. Provides requested information or assistance, takes and routes messages, or transfers callers to the appropriate individual or agency.
  7. Researches, locates, and retrieves information and documents from electronic and other information resources.
  8. Uses various maps and mapping resources to determine jurisdiction and to property identify call locations.
DISPATCHING RESPONSIBILITIES
  1. Dispatches appropriate police and other emergency services to the call for service in a timely manner.
  2. Monitors patrol officer's status; notifies on-call personnel; assigns cover cars or requests mutual aid to situations that may be critical and/or threatening.
  3. Searches available and appropriate resources to locate and relay operational data and information to patrol personnel.
  4. Utilizes CCIC/NCIC to query and enter operational data.
  5. Maintains officer and scene safety by: relaying all pertinent information on the call for service, checking premise history for caution notes, clearing plates and/or people prior to officer arrival.
  6. Prioritizes calls for service on the basis of nature of call and availability of field units.
  7. Follows all FCC and FBI CJIS rules and regulations on transmitting of radio communications.
  8. Maintains accuracy and confidentiality of criminal data being transmitted.
  9. Coordinates prisoner transportation to the jail.
DATA ENTRY/ADMINISTRATIVE RESPONSIBILITIES
  1. Responsible for printing data entry work sent by Englewood Municipal Court for entry into CCIC/NCIC.
  2. CCIC/NCIC data entry consists of restraining orders, warrants, stolen vehicles, stolen plates, articles, missing persons', guns and vehicle impounds.
  3. Runs criminal histories and vehicle registrations for Englewood Municipal Court and City Prosecutors Office.
  4. Responsible for accurate filing of data entry work.
  5. Monitors security cameras placed in and around the Police Department.
  6. Responsible for monitor prisoners in custody.
  7. Sends emergency notification messages through high-speed emergency mass notification system.
  8. Follows FBI CJIS rules and security regulations for CCIC/NCIC as it relates to entries.
  9. Interacts effectively with others and exercises good judgment when dealing with people in sensitive situations.
  10. Assists in the training of new personnel.
KNOWLEDGE, SKILLS, AND ABILITY
  1. Expert ability to remain calm and rational in emergency situations, respond and communicate clearly, accurately, and appropriately to callers who male be incoherent, emotional distraught, hysterical, unresponsive, or non-receptive to verbal communications.
  2. Expert ability to receive, record, and respond to simultaneous multiple emergency calls for service including the ability to correctly prioritize and communicate responses to appropriate personnel or support agencies.
  3. Advanced knowledge of the principles, techniques and practices of emergency services dispatching, department emergency response protocols and procedures, and the skill and ability to apply those principles and techniques to perform the essential duties/responsibilities of the position.
  4. Ability to read, understand, and interpret street and emergency response maps including the ability to receive and give directions using maps.
MINIMUM QUALIFICATIONS
  1. Requires a high school diploma or equivalent.
  2. At least two (2) years' work experience with one (1) of those years in a customer service environment. Experience in emergency dispatch, general dispatch, or call center environment is preferred.
  3. CCIC/NCIC certification obtained within six months of hire and renewal of certification every two years. OR
  4. An equivalent combination of education, formal training, or work experience that produces the knowledge, skill and ability to perform the essential duties and responsibilities of the position.
LATERAL HIRES:
  1. A minimum of 2 years' experience at a primary PSAP; and
  2. Holds a current CCIC/NCIC certification or its equivalent for out of state applicants; and
  3. Holds a current Incident Command System (ISC) certificate.


WORKING ENVIRONMENT

Work in this class is sedentary in nature and is confined to the dispatch center. Job requires visual and physical capabilities to perform work on computers and associated equipment for prolonged periods of time. Work is performed in shifts that may rotate and require days, nights, weekends, and holidays. Can be extremely stressful environment during peak activity periods demanding full attention and coordination of numerous tasks simultaneously.

HOURLY RATE

Salary Range: $25.21 - $37.82*

*Eligible for a $2,000 Hiring Incentive ($1,000 to be paid after successful completion of the training program and $1,000 at the completion of a one-year probationary period)
