Position Summary:

The Senior Director, Grants, Revenue and Accounting Operations provides leadership in accounting, budgeting, reporting, and compliance functions in support of SOI's multiple sources of funding.Reporting to the Vice President Finance/Controller, the Senior Director is responsible for ensuring exceptional business support and financial reporting over the lifecycles of all donor-funded programmatic activity and for ensuring the accuracy of the revenue, accounts receivable and net asset accounting for the organization.Overall functions include oversight of accounting systems, financial reporting, procurement operations, and compliance related to SOI's global unrestricted and restricted funded operations.The Senior Director leads the unit responsible for oversight of the financial and compliance performance for programmatic operations, as well as the Cash Receipts/Receivables unit.The position is responsible for overall financial management supporting these operations including budgeting and other business development support,accounting operations, cash management, procurement, and the implementation of business process improvements that foster efficient utilization of SOI's unrestricted and restricted resources.

Primary Responsibilities:

The position manages a total staff of nine, including two direct reports.Key responsibilities include the following:

  • Coordinate accounting, reporting, and compliance related to all awards and other restricted funding sources. Review award agreement terms and donor regulations, and coordinate plan to comply with all donor requirements and SOI policies;
  • In coordination with Development, Global Resources, and other SOI Departments, lead Finance team support for Business Development activities including requirements assessment, budget preparation, and support for proposal development;
  • Direct team in recording all incoming unrestricted and restricted receipts. In coordination with the VP Finance and CFO, evaluate donor agreements to ensure accurate revenue recognition or other appropriate transaction coding;
  • Direct team in regularly monitoring expenditures against restricted funded activities with all Business Units. Coordinate the timely recording and processing of monthly activity related to restricted funds including expenditures, indirect cost entries, revenue recognition, cash reporting and draw-downs against federal funds, donor invoicing, accreditation invoicing, revenue releases, and close-out of awards.Coordinate necessary reconciliations on a daily, monthly, and annual basis;
  • Working with Finance leadership, support critical business process improvements with a focus on cost allocation and automating monthly, interim, and final budget vs. actual reporting for each restricted award;
  • Coordinate the completion of other essential monitoring reports including the Net Asset roll-forward report, consolidated indirect cost recovery performance report, and other metric reporting related to restricted fund management;
  • In coordination with other senior Finance staff, manage and supervise SOI's monthly close process;
  • In coordination with the Senior Director, Financial Planning & Analysis, prepare and evaluation financial reporting data for distribution internally and externally;
  • Oversee Department coordination and compliance actions related to procurement operations. Ensure that SOI's procurement policy, procedures, and tools are fully compliant with federal and other donor standards and industry leading practice;
  • Monitor and interpret GAAP updates and federal rules and regulations. Develop/revise SOI policies to meet evolving compliance requirements.Regularly monitor and report SOI compliance with work plans, quarterly financial reporting, procurement, approval requirements, sub-recipient monitoring, and other requirements.;
  • Direct ongoing work process assessments and identify and implement improvements to policies, procedures, systems, and tools that realize greater operating efficiencies and enhanced customer service support;
  • In coordination with other Finance staff, assist in the preparation of SOI's annual budget. Assess cost structures, fund availability, and funding gaps.Enhance appropriate systems and tools to track staff salary allocations and funding availability across multiple restricted funds;
  • Assist other key Finance Department actions including SOI's financial and cash forecasting processes;
  • Directly assist with various audits throughout the year including SOI's financial statement audit, US Government Standards audit, internal audit work, and any project-specific audits required by donors;
  • Develop and facilitate financial management and compliance training for SOI/HQ and Regional Office staff;
  • Build a highly effective team through training, development, and mentoring;
  • Responsible for the effective completion of ad-hoc reporting requests and other duties as assigned.
Qualifications:
  • 5-7 years supervisory experience in a restricted funding environment focused on GL accounting / reconciliations, financial statement preparation and analysis, budgeting, and client support;
  • Bachelor's degree in Accounting or related field; Master's degree and/or CPA license preferred;
  • An equivalent combination of education and experience may be accepted as a satisfactory substitute for the specific education and experience listed above;
  • Extensive experience with general ledger systems is required (Microsoft Navision is preferred); Prophix or related Budget/Forecasting system experience desired;
  • Advanced knowledge of U.S. Government Funding Regulations, including the federal Uniform Guidance is preferred.Experience with standard compliance and reporting requirements prescribed by non-federal institutional donors is also desired. Past experience leading the grants function of an INGO is preferred;
  • Experience supporting international operations with foreign currency transactions preferred;
  • Advanced Excel skills (pivot tables, vlookups, filters, etc.) required;
  • Experience with key finance and accounting functions including accounts payable, revenue recognition and other general ledger maintenance, cash management, budgeting, financial analysis, and strategic business decision support;
  • Advanced interpersonal, communication, training, and supervisory skills. Strong budgeting, analytical, and financial reporting skills.Tactful, flexible, and respectful, with excellent listening, thinking, influencing, and reasoning skills;
  • Ability to successfully accomplish multiple projects concurrently, with limited supervision;
  • Advanced proficiency in MS Office Suite, including Excel, Word, and PowerPoint.
