**The Opportunity**

Abt Global is seeking a detail-oriented Senior Proposal Specialist with exceptional organizational, communication, and problem-solving skills. The ideal candidate will have a strong background in proposal development for US Federal Civilian agencies (e.g. USAID, CDC, CMS, EPA, etc.), and familiarity with the Shipley-based proposal development process.

The Senior Proposal Specialist is part of Abts Proposal Center of Excellence (PCOE) and leads all administrative aspects of proposal developmentensuring quality, security, and integrity of all proposal volumes, coordinating internal flow and review of all proposal inputs, developing and managing schedules that meet the response delivery requirements, and directing submission of the final document master proposal to production.

**Core Responsibilities**

+ Lead all administrative aspects of proposal development, ensuring the quality, security, and integrity of all proposal volumes, with specific focus on Cost / Business Volumes.

+ Contribute to developing and reviewing questions to the government.

+ Assess proposal requirements, identify potential challenges, and break down complex information into manageable components.

+ Flexible and adaptable to changes in proposal requirements, adjusting strategies and content as needed to meet evolving needs.

+ Identify and escalate risks related to solution alignment across volumes.

+ Collaborate across the organization to ensure a cohesive, integrated, and well-coordinated proposal across all volumes.

+ Facilitate effective and direct communication with all stakeholders involved in the proposal development process to ensure quick action and results.

+ Perform skilled information management and research abilities, proficiently administering the proposal SharePoint site and compiling background research documents from internal and external sources as needed.

+ Coordinate internal flow and review of proposal inputs, coordinate schedules, track and drive resolution of team actions, and direct the submission of the final document master proposal to production.

+ Operate independently to coordinate inter-departmental efforts throughout the proposal development with specific focus on the Cost / Business Volume.

+ Support proposal manager in managing response development schedules, schedule and coordinate meetings, document meeting notes, and track actions efficiently.

+ Develop innovative solutions and enhance the quality of proposals, utilizing available resources, including industry knowledge, templates, and past experiences.

**What We Value**

+ Proposal Specialist 4: Bachelors Degree +9 years of relevant experience, or Masters Degree +7 years of relevant experience.

+ Senior Proposal Specialist: Bachelors Degree +12 years of relevant experience, or Masters Degree +10 years of relevant experience.

+ 8+ years experience in developing proposals for US Government Federal Civilian clients, specifically USAID, EPA, Dept. of Labor, HHS, or HUD.

+ Understanding of the US Government procurement and contracting regulations and ability to apply those requirements to final proposal submissions.

+ Demonstrated experience in successfully coordinating proposal development efforts for US Federal Civilian agencies, including USAID.

+ Demonstrated expertise and proven ability in driving integration across all Proposal Volumes (Technical, Management, and Business / Cost).

+ Proficient in the use of SharePoint and/or Microsoft Teams.

+ Knowledge of and ability to apply the Shipley-based proposal development process.

+ Experience bidding for USAID contracts and cooperative agreements preferred.

+ APMP certification a plus.

+ US work authorization with no sponsorship is required.
