JOB OVERVIEW:

Under the supervision of the Director of Administration, the Grants Manager is a liaison between GPA and the state and federal grant funding agency. The Grants Manager is responsible for researching, preparing, submitting and managing grant proposals/reports that support GPA's goals and meet applicable governmental agency grant funding guidelines and criteria.

Upholds the values of the GPA to promote Safety, Integrity, Respect, Community, Creativity and Opportunity. Promotes a safe work environment by participating in safety initiatives and reporting unsafe conditions and behaviors.

JOB DUTIES:

  • In alliance with GPA contracts, engineering, government affairs, operations, port police, purchasing, risk management, trade development, and grant consulting firms, the Grants Manager leads grant development and submission - preparing and organizing materials for grant proposals and submitting and monitoring grant applications.
  • Research new grant funding opportunities on a state and federal level, build and maintain relationships with applicable funding agencies and other strategic partners.
  • In cooperation with multiple internal GPA service departments, and in using initiative and independent judgement, design grant program strategies and determine funding needs.
  • Generate and institute written policies and procedures to implement the grant effectively.
  • Develop a project plan outlining specific goals, objectives, activities, timelines and deliverables. Ensure alignment with funding agency requirements and objectives.
  • Collaborate with GPA grant writing consulting firm(s) in drafting clear, structured, articulate and persuasive grant application narratives, budgets and finalize the application with GPA staff.
  • Drafts and tracks letters of support for grant applications.
  • Submit grant applications via online portals and maintain a primary list of submitted grants, as well as awarded grants.
  • Reads and understands the final grant agreement carefully reviewing terms and conditions to confirm obligations, reporting, requirements, allowed expenses and any restrictions.
  • Provides background information to GPA's Corporate Communications for press releases on grant awards.
  • Preserve grant compliance and reporting requirements outlined in the grant agreement to include financial progress and final reports.
  • Verify outcome measurement and grant budgets - taking responsibility for meeting effectiveness, timeliness and completeness including monitoring funding and reporting schedules and requirements, requesting reimbursements and drawdowns as needed, working within the established system to track expenditures and confirming spending aligns with the approved budget, assembling all necessary supporting materials and documents including budget reports, outcome measurements and submitting reporting to GPA and the funding agency.
  • Support proactive communication with grant funding agency and prompt notifications of any significant developments, challenges or changes to the project plan.
  • Maintain accurate and detailed records of grant project activities, expenses and outcomes so to be prepared for audit purposes.
  • Prepare, present and maintain complete, accurate and concise correspondence.
  • Performing research and data gathering both from internal and external sources and assisting in development of grant presentations for GPA staff.


JOB REQUIREMENTS:

Knowledge, Skills, & Abilities
Intermediate to expert skills in Microsoft Office (specifically Word, Excel and PowerPoint)Knowledge of principles, practices and procedures of grant program funding and implementation.Ability to work under pressure, manage and prioritize multiple assignments, as well as respond to critical deadlines without sacrificing quality.Knowledge of grant administration, accounting and project management desired.Maintain confidentiality of information and documents.Demonstrated analytical and persuasive writing skills experience as well as superior editing skills, including ability to convey complex information in a clear manner to a diverse audience.Strong administrative skills and self-motivated with the ability to set priorities and manage multiple tasks under minimal supervision in an effective and efficient manner.Familiarity and experience working with state and federal grant funding agencies.The ability to interact and communicate effectively and professionally with the GPA staff on all levels of administration including management and co-workers is required.
