Job Description

As the Buyer I, you will perform accurate and timely administration of purchase orders for materials and services acquired by the company to successfully perform local, state and federal government and corporate projects. Has cradle-to-grave administrative responsibility for all purchase order lifecycle procurement functions.

ESSENTIAL JOB FUNCTIONS:
  • Participates in pre-procurement planning with internal clients and reviews purchase requisitions to ensure accuracy, compatibility and consistency with procurement policies and practices and procurement risk mitigation strategies.
  • Identifies, recruits and pre-qualifies diverse and non-diverse suppliers and vendors.
  • Prepares solicitation documents (RFQs) for issuance to prospective bidders.
  • Coordinates responses to requests for clarification/information, chairs pre-bid meetings and participates in pre-bid site visits.
  • Receives bids, conducts bid openings and coordinates appropriate distribution to technical evaluators.
  • Coordinates technical reviews/evaluations of bids, conducts commercial evaluation and tabulation of bids, leads price negotiations and prepares recommendations for purchase order awards.
  • Performs price and cost analysis of bid submittals and proposed change orders.
  • Prepares purchase orders and coordinates supplier/vendor acceptance.
  • Monitors supplier/vendor status and performance directly and through communication with requisitions; coordinates equitable pricing of and agreement on change orders; and facilitates appropriate resolution of disputes and supplier/vendor performance problems.
  • Develops and maintains purchase order files in strict accordance with applicable governmental regulations and corporate procurement policies and practices.
  • Supports business development initiatives and proposal preparation activities including, but not necessarily limited to, assisting in pricing determinations and providing recommendations for utilization of suitable suppliers and vendors.
  • Promotes adherence to corporate procurement policies and practices by participating in internal training conducted for employees and responding to inquiries from project management and operations counterparts.
  • Provides interpretations of purchase order terms and conditions and commercial requirements.
EDUCATION & EXPERIENCE:
  • AA/AS (2-years of purchasing experience may substitute for 1-year of college education).
  • Four (4) years of administrative or purchasing experience in a large government contracting, public utility or similar corporate environment
KNOWLEDGE & SKILLS:
  • Good communication, customer service, presentation, interpersonal, negotiation, prioritization and organization skills. FAR knowledge. Proficiency in MS Word and Excel
CERTIFICATIONS:
  • NAPM (ISM) or NCMA Certification is preferred, but not required
