Join our team This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), National Institute of Justice (NIJ). NIJ advances scientific research, development, and evaluation to enhance the administration of justice and public safety. The incumbent of this position supports oversight and management of NIJ's grant-funded scientific work and promotes project success and compliance with applicable federal grant management requirements. For GS-12: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Conducting risk assessments and business reviews and developing recommendations for resolving issues encountered in administering grants/agreements. Performing standard grants or agreement administration tasks, such as independently conducting standard grant close-out processes (e.g. preparing final assessments of statutory requirements for disposition of property, financial, and accounting reconciliation, and resolution of any adverse audit findings). Performing a variety of standard grants management activities, such as determining grantee/awardee eligibility. Applying new or modified work methods to grant and/or cooperative agreement pre-award tasks, such as generating grant solicitations, identifying potential negotiation strategies, and making recommendations to solve problems. For GS-13: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Monitoring the financial conditions, business integrity, and operational capacity of complex grant and/or cooperative agreement awardees for compliance with regulatory, policy, and reporting requirements, such as auditing awardee costs and pricing data that required an analysis of interrelated grantee operational issues of effectiveness, efficiency, and productivity. Resolving complex grant and/or cooperative agreement administration problems with unusual or unresolved issues requiring the development of new approaches. Negotiating terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities. Interpreting complex program requirements, identifying problem areas, and providing advice to grantees on program improvements. Technical Qualifications: Applicants who meet the basic entry and minimum qualification requirements, as described above, will be further evaluated on the following technical qualifications: Ability to plan and execute work. Knowledge of the laws, regulations, rules, policies, procedures, and methods governing Federal grants, cooperative agreements, and awards. Ability to provide advice and guidance on grant and cooperative agreement policies, Standard Operating Procedures, and guidelines. Ability to communicate in writing. Ability to apply analytical methods and techniques in the identification and resolution of grant and/or cooperative agreement administration issues.
