Director of Human Resources

Performs responsible supervisory and human resources administration work in directing and carrying out city policies and procedures relating to all phases of human resource programs and activities; does related work as required. Work involves developing and coordinating programs and policies in such components as recruitment, selection, position classification, compensation, employee relations, employee benefits, training and development. Employee is also responsible for interpreting existing or writing new human resource resolutions, policies, procedures and guidelines; addressing employee grievances or concerns; assisting elected officials in human resource matters; and acting as liaison to outside organizations and agencies related to city human resource matters. Work involves assisting the City Manager with long and short range planning, managing special projects, and setting policies and goals. Employee must exercise tact and courtesy in frequent contract with employees, management, elected officials and representatives of outside agencies and organizations. Work is performed under the general supervision of the City Manager. Supervision is exercised over all department staff.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally; work requires stooping, reaching, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. Work is performed in a dynamic environment that requires the need to be sensitive to change and responsive to changing goals, priorities, and needs.
ESSENTIAL FUNCTIONS
/TYPICAL TASKS:
Planning, managing, supervising, and implementing human resources programs; coordinating and managing benefit programs; coordinating recruitment, testing, selection, hiring, and training programs.
Represents the City to other units of governments, local businesses, community organizations, citizen groups, and the general public.
Promotes a positive image of the City by participating in community organizations, as well as national, state and local professional associations.
Serves as a resource/consultant to the City Manager and department directors on policy application and interpretation.
Reviews and approves requests for personnel changes prior to forwarding to City Manager.
Researches, develops, presents, administers, and maintains policies and procedures of personnel rules and regulations.
Coordinates the recruitment and selection process for the City; maintains personnel and benefit files; produces weekly vacancy report.
Coordinates the analysis, re-bidding, Section 125 enrollment, etc. for health, dental, and life insurance programs.
Monitors and assists departments with timely completion of performance appraisals.
Prepares and maintains operating budget for the Human Resources Department.
Develops and conducts, or hires a consultant to provide, a variety of training opportunities for City employees and managers.
Responds and testifies, if required, to Equal Employment Opportunity Commission (EEOC) charges and Employment Security Commission (ESC) claims.
Conducts classification and pay studies as requested; ensures timely processing of major pay initiatives.
Coordinates the City’s grievance process; mediates disputes between employees and supervisors.
Develops and presents employee orientation.
Researches new programs, opportunities, and policies that might benefit the City or its employees; attends training and development opportunities.
Maintains and revises the employee handbook.
Serves as the point person when using an outside recruitment consultant to fill a vacancy.
Responds to requests from other agencies to provide salary data, copies of policies, etc.
Coordinates various special events and programs.
Responds to requests from Council or public and provides allowable information under State statute.
Develops a competent, productive and effective human resources staff by supervising, directly and through delegation, professional and administrative support employees.
Improves organizational effectiveness and productivity by overseeing the planning, development, and delivery of professional development and job-related skill training opportunities.
Contributes to employee engagement by advising and supervising the implementation and administration of employee benefits programs, providing excellent customer service, automating processing systems, communicating information about programs and services to employees and to all levels of management throughout the City, working with benefit plan consultants and vendors, interpreting policies and state and federal laws in a consistent manner.
Ensures that applicants, employees, vendors, and City administrators receive excellent customer service in all interactions with the Human Resources Department.
Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
Remains competent and current on best Human Resources practices through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and training.
Performs related tasks as required.
