The Technical Project Manager serves as a pivotal link between the Information Technology team and HR Council (the system-wide HR leadership team). They are responsible for spearheading projects aimed at optimizing Human Resources Information Systems (HRIS) and enhancing overall process efficiency. This role involves managing end-to-end HRIS initiatives, collaborating with cross-functional teams, and leveraging technology solutions to streamline HR processes. The HRIS Technical Project Manager will play a key role in driving innovation that will maximize the effectiveness of HR systems within the organization, from analysis of existing business processes through testing and implementation of new processes.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Serve as the primary point of contact between IT and HR for HRIS-related matters; facilitate effective communication to ensure alignment between HR needs and IT solutions.
  • Serve as a technical expert and key strategist for HRIS business process challenges and initiatives.
  • Lead the planning and execution of HRIS optimization projects, ensuring alignment with organizational goals and HR objectives. Develop project timelines, milestones, and deliverables to meet project objectives.
  • Working closely with HR, analyze current HR processes and workflows to identify opportunities for improvement and automation.
  • Design and implement streamlined processes leveraging HRIS capabilities.
  • Work closely with IT professionals, vendors, and stakeholders to identify and implement enhancements to HRIS functionality.
  • Analyze, evaluate, and recommend new or different system features or modules to address evolving business needs.
  • Promote data integrity within the HRIS and assist in maintaining accurate and secure HR data.
  • Develop and implement reports to support business intelligence and HR analytics.
  • Collaborate with HR and IT teams in the planning and execution of HRIS implementations, upgrades, and integrations.
  • Assist with user testing and feedback collection. Provide training and support during and after implementation.
  • Create and maintain comprehensive documentation, including project plans, process maps, and user guides.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in information systems, human resources, or other related field or equivalent combination of education and experience from which comparable knowledge and skills are acquired.
  • Minimum of three – five years of project management experience.
  • Direct experience and proficiency with human resources information systems (HRIS).

PREFERRED QUALIFICATIONS

  • Previous experience working in higher education preferred.

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge:

  • Proven experience in project management, with a focus on HRIS optimization and process efficiency.
  • Proven experience with business process design.
  • Proven experience analyzing department/system business processes and recommending/implementing technical solutions for process efficiencies.
  • Strong understanding of HR processes, data analytics, and HRIS technologies.
  • Proficiency with HRIS platforms (e.g., Kronos, UKG, Peoplesoft, Workday, SAP, Oracle) and experience with reporting tools.
  • Technical proficiency and the ability to understand and convey technical concepts to non-technical stakeholders.

Skills:

  • Broad base of technical and problem-solving skills.
  • Excellent leadership, communication, and collaboration skills.

Abilities:

  • Ability to deal effectively with a wide variety of college and system constituents.
  • Demonstrated ability to understand technical interdependencies and map systems, document procedures, and create resource guides.
  • Demonstrated ability to support a diverse community and promote diverse perspectives, cultures, and an inclusive environment.
  • Ability to maintain confidentiality of sensitive data.

Location: This position may be remote, hybrid or based on any of the Vermont State College’s campuses.
