In this role, you will be a key subject matter expert in the support of the METOC Functional Area Manager (FAM) in utilized Information Technology (IT) portfolio management responsibilities as well as exploratory efforts to align the METOC GI&S Functional Area to current and emerging Naval IT strategies and policy.

Duties, Tasks and Responsibilities:

1. Perform research and record maintenance of METOC applications, systems, data and databases identified in Department of the Navy (DON) Application and Database Management System (DADMS) and DoD IT Portfolio Repository-DON (DITPR-DON) to manage NMOC applications, systems, data and database records and the METOC GI&S portfolio of applications and systems per DoD, DON and CNMOC policy.

2. Provide technical expertise on these applications, systems and the data and databases as well as emerging policy on DoD technology/policy being embraced such as cloud migration, DevSecOps and application rationalization. Example tasking includes: DADMS application record maintenance, creation and update of process diagrams in Microsoft Visio, DITPR-DON System Reviews, application lifecycle support knowledge, application rationalization, generation of data calls for distribution to METOC GI&S Stakeholders as well as application mapping to an operational activity taxonomy.

3. Frequent communication with Echelon I and II representatives will be necessary to maintain understanding of IT portfolio management business rules and policies for applications, systems and databases.

4. Work with Echelon I and II representatives to address and resolve METOC GI&S IT portfolio management issues related to DADMS and DITPR-DON.

5. Initiate and lead discussions with Echelon I & II portfolio representatives as well as other METOC Functional Area points of contact (POC) including USMC POCs.

6. Provide technical and administrative support to address emergent IT policy and strategy regarding applications, systems, data and databases.

7. Generate reports regarding METOC Functional Area applications and systems as needed to investigate portfolio issues and ensure compliance with relevant policy, guidance, instruction, business rules and processes.

8. Organize and facilitate technical and administrative meetings with METOC GI&S IT Portfolio stakeholders regarding IT Portfolio Management, governance and emerging issues.

9. Create METOC Functional Area analysis reports, strategy documents and briefings suitable for Echelon I and II presentation.

10. Have an understanding of Commercial off-The Shelf (COTS), Government off-The Shelf (GOTS), and Open Source Software (OSS) applications required (including proposed applications) to the government for validation. All COTS and OSS applications must be reviewed and validated and submitted into DADMS. Applications must have an approved disposition to be installed on any government network. Additionally, if an application requested requires subsequent licensing and maintenance, the government will procure it. The contractor may only be able to obtain a limited number of licenses associated directly with the required support.

Required Skills, Experience and Technologies
•Minimum 5 years of configuring, maintaining or managing METOC applications, systems, data and databases, specifically METOC GI&S portfolio of applications.
•Bachelor's Degree in Computer Science, Information Systems, Engineering, or other related discipline.
•Security + certification.
•Cyberspace IT/CSWF certified or certification to be acquired within 60 days,
•Strong communication and collaboration skills to work effectively and proactively across a large organization of dispersed teams and external customers.
•Strong ability to self-start and work independently.
•Experience creating, maintaining, and communicating complex information technology documentation
