USAID’s Bureau for Humanitarian Assistance (BHA) provides life-saving humanitarian assistance—including food, water, shelter, emergency healthcare, sanitation and hygiene, and critical nutrition services—to the world’s most vulnerable and hardest-to-reach people. BHA is the lead federal coordinator for international disaster assistance, harnessing the expertise and unique capacities of other U.S. government entities to effectively respond to natural disasters and complex crises around the world. BHA takes a holistic look at humanitarian aid, providing assistance before, during and after a crisis—from readiness and response, to relief and recovery. This includes non-emergency programming that is foundational to linking humanitarian assistance to long-term development and the journey to self-reliance. Duties Technical Guidance/Expertise: Serve as a subject matter expert on all CBRNE related needs for BHA’s disaster and humanitarian response and programming. Monitor and track CBRNE trends, best practices, and guidelines, including Occupational Safety and Health Administration regulations. Oversee the tracking, inventory, and maintenance of CBRNE related personal protective equipment. Advise senior bureau and office leadership on CBRNE-related safety and security considerations. Provide subject matter expertise in the area of CBRNE for disaster and humanitarian response teams. Ensure BHA and USAID coordination within the interagency during a response effort. Ensure DART Leaders and Response Managers are aware of CBRNE procedures and practices during a response. Planning and Coordination: Lead the planning, coordination, and delivery of CBRNE training and exercises for internal BHA audiences and external and interagency partners. Plan, organize, and execute annual training for CBRNE responses for internal and external stakeholder participants. Plan annual exercises, incorporating assistance from USG interagency partners into BHA disaster response teams. Ensure BHA staff are prepared and knowledgeable about the interagency partners, coordination, and proper actions during a CBRNE response event. Liaison and collaboration with internal and external stakeholders: Effectively interface and coordinate with interagency partners and external stakeholders. Engage and work with both external and internal stakeholders. Develop and maintain relationships with other USG entities involved in a CBRNE humanitarian and/or disaster response. Coordinate and develop relationships with United Nations agencies such as the International Atomic Energy Agency. Provide technical direction, liaison, and/or expertise to other USG agencies during a disaster or humanitarian response. Additional Duties and Responsibilities: This position is expected to qualify, train for, and routinely serve on disaster/humanitarian responses in Washington, D.C. or in the disaster area for 4 to 6 weeks intervals. As needed, may serve on temporary short-term assignments on other teams within the office or Bureau. As needed, staff are expected to support BHA’s hiring efforts and serve on PSC hiring committees. The Technical Operations Officer does not have supervisory responsibilities; however, may serve in an acting leadership role within the bureau. Supervisory Relationship The USPSC will take direction from and will report to the Technical Operations Unit Lead or their designee. Supervisory Controls The supervisor sets overall objectives. USPSC and supervisor together develop deadlines, projects and work to be done. Qualifications ELIGIBLE OFFERORS: U.S. Citizens Only SECURITY LEVEL REQUIRED: Secret MEDICAL CLEARANCE REQUIRED EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION A High School Diploma or its equivalent with at least nine (9) years of experience working in disaster response, emergency relief/management, humanitarian civil-military operations, humanitarian assistance, or a technically relevant field, two (2) years of which must include working on CBRNE preparedness, planning, operations, programs, or issues. OR A Bachelor’s degree in any discipline with at least five (5) years of experience working in disaster response, emergency relief/management, humanitarian civil-military operations, humanitarian assistance, or a technically relevant field, two (2) years of which must include working on CBRNE preparedness, planning, operations, programs, or issues. OR A Master's in any discipline with at least three (3) years of progressively working in disaster response, emergency relief/management, humanitarian civil-military operations, humanitarian assistance, or a technically relevant field, two (2) years of which must include working on CBRNE preparedness, planning, operations, programs, or issues. AND Specialized experience : Experience working in a hazard or disaster environment. Experience working with U.S. interagency or international stakeholder coordination.
