OVERALL DESCRIPTION

Operating Grants

Responsible for requesting and/or financially controlling operating subsidies. This includes financial reporting and recording all subsidy activities within accounting system.

SPECIFIC RESPONSIBILITIES

General Duties

C. Operating Grants
Participates in the departments submission of the Public Transportation Operating Application (PTOA), via PennDOTs eGrants system, requesting operating subsidies. Prepare PennDOT Legacy Budget (Audited-Actual) Schedules S-1, S-2 and S-5. Prepare quarterly bills for local operating subsidies. Assist with the maintenance of the SEPTA Service Stabilization Fund (SSSF). Prepare subsidy accrual schedules to record anticipated subsidy revenue. Maintain status of operating subsidies uses, requirements and balance by source. Prepare various financial journals during SEPTA's monthly accounting close. Perform quarterly account analysis. Prepare certain schedules and reports for SEPTA's Monthly Internal Financial Package. Participate in SEPTA's fiscal year audit. Provides assistance with other audits and reviews from internal and external agencies, as assigned by Department Manager. Assist Department Manager in serving as contact person for requests for information and inquiries from internal departments, state, FTA and others regarding operating subsides, local match and SSSF. Become familiar with duties of Department Manager to serve as backup, if necessary. Cross trains department in Operating Grants as determined by Department Manager. Assists Department Manager in maintaining operating grants and subsides procedural manual. Assist Department Manager in serving in Single Point of Contact for PennDOT pass-through funded Community Transportation and Free Transit for Senior Citizens programs. Cross train in Revenue Accounting and Fixed Asset duties. Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public, self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

Operating Grants
  • Bachelor's or Master's Degree in Accounting or related field and three (3) years, experience in an accounting environment required.
  • Strong working knowledge ad proficiency with Microsoft Excel and Word software required.
  • CPA and/or Master's Degree preferred.
  • Experience with cloud based financial reporting systems preferred.
  • Excellent interpersonal, verbal and written communication skills.
  • Demonstration of sound analytical abilities required.
  • Steadfast work ethic and commitment to accomplish duties and goals required.
