Buncombe County offers in-office, hybrid, and remote positions. Employees in positions that are approved for remote work must work at a location within a 2-hour drive from the position's assigned Buncombe County facility.

Purpose of the position:
The purpose of this position is to ensure child or adult safety in compliance with state and federal statutes regarding child protective services and adult protective services.

Minimum Education, Training and/or Experience: Master's degree from an accredited school of social work and one (1) year of social work experience; or a Bachelor's degree from an accredited school of social work and two (2) years of social work or counseling experience; or Master's degree in a counseling field and two (2) years of social work or counseling experience; or a Bachelor's degree in a human services field or related curriculum and three (3) years of social work or counseling experience; or Bachelor's degree and four (4) years of experience in rehabilitation counseling, pastoral counseling or a related human service field providing experience in the techniques of casework, group work or community organization; or an equivalent combination of training and experience. *One year of work experience can be credited for completion of the social work collaborative.

Additional Training and Experience: English/Spanish bi-lingual speakers preferred.

Supervisory/Leadership Responsibilities As Needed: Supervise a group of employees with responsibility for assignment and flow of work, employee development, appraisal, and eliminating ordinary difficulties. Work activities likely affect the accuracy, reliability or acceptability of services to the extent that others rely on the advice given in order to make decisions.

Essential Case Functions of the position:

  • Ongoing assessment of risk and safety of children and adults in response to actual or suspected child neglect, abuse, or dependency or suspected adult abuse, neglect, or exploitation in accordance to NC DHHS policy and procedures.
  • Develop and monitor service plans with families and adults and provide or refer services as needed.
  • Make recommendations to the court, including services needed, progress and barriers to permanent plan for children, or assess individual need for Guardianship and when appropriate petition the court to carry out the intent of the Guardianship Statues 35A.
  • Provide direct services to service recipients through which a timely and comprehensive assessment is conducted to determine if abuse/neglect/dependency/exploitation exists and provide for ongoing intervention if warranted.
  • Assess, support, supervise and counsel families, disabled adults, and adult facility staff involved with services and evaluate available information to determine the appropriateness for intervention and level of services required.
  • Prepare legal documents, court reports, and court testimony when warranted in compliance with state and federal statutes and policies. Ensure all required documentation, forms and reports are completed and maintained in a timely and consistent manner in accordance with local, state and federal requirements.
  • Provide transportation on a limited basis to service recipients when necessary to access services to address safety and wellbeing issues.
  • Advise clients of the Department's mandated responsibilities, agency policies and procedures and clients' rights.
  • Ensure collaborative service planning and case coordination among multiple service providers.
  • Maintain a caseload as needed in assigned work areas and effectively manage the competing needs and
  • Perform other related duties as assigned.
Essential Training Functions of the position:
  • Implement the identified practice model within Social Work Services and train staff, including conducting agency onboarding, training around identified needs, and providing follow-up and consultation to ensure best practice.
  • Model best practice for other social workers and demonstrates satisfactory performance by consistently meeting all agency bottom lines.
  • Provide mentoring and training to employees who are either new or who need assistance in performing at or above standard within the division. Appropriately maintain employee confidentiality.
  • Recognize training needs and opportunities; plan training calendar and curriculum; define training objectives, create materials, and monitor/evaluate outcomes.
  • Demonstrate and articulate how policy translates into practice to individuals as well as small and large groups
  • Ensure a competent workforce and a safe and supportive work environment for all employees.
Essential Supervisory Functions of the position (As Needed):
  • Administer and assure compliance with all county, human resource and governmental policies, rules and statutes including those covered by local, state, and federal laws specific to program area.
  • Personnel Management: Hire, develop, evaluate performance, and provide feedback and disciplinary action as needed; develop and maintain a positive teamwork environment; provide effective, clear and timely communication.
  • Ensure an efficient and effective workflow, implement changes in routine work practices and procedures as needed to modify unit functioning according to client needs and employee capabilities.
  • Monitor and review case records and court reports to ensure accuracy, timeliness and compliance with all local, state and federal laws and benchmarks.
  • Represent the agency in advocating for services needed to serve this population.
  • Manage the social workers and any other relevant service programs that fall under the position's supervision.
  • Participate in budget preparation, program development and evaluation using state and agency generated data.
  • May collaborate with contracted service providers and other community stakeholders to develop, implement and sustain
  • Perform other related duties as assigned.
Knowledge, Skills, Abilities:
  • Knowledge of the methods and principles of casework supervision, training, and administration.
  • Extensive knowledge of the laws, regulations, and policies which govern adult/child welfare programs, including a thorough knowledge of all relevant manual materials, knowledge of after-hours on-call policy and procedures.
  • Knowledge of management techniques and styles.
  • Extensive knowledge of social work principles, techniques, and their application to specific casework and community problems; knowledge of person/family-centered philosophy and family system dynamics.
  • Knowledge of medical, behavioral, and socio-economic problems and their treatment.
  • Ability to supervise, train, and direct social workers in various programs.
  • Ability to transfer knowledge to staff, particularly supervisory staff in such a way that it is accepted and utilized, to provide encouragement and support to staff in day to day activities as well as crisis situations.
  • Skills in promoting clear communication, coordination and responsiveness between staff and administration.
  • Skills in counseling and interviewing and the ability to express ideas clearly and concisely and to plan and execute work effectively; and skills in creating resources when none are readily available
