JOB SUMMARY:The Family Rehousing Stabilization Program (FRSP) is a scattered-site rapid rehousing program for families in the District of Columbia. The Manager of Social Work for FRSP seeks to improve the well-being of formerly homeless families by providing guidance and case management services, including the coordination of community resources. The position supervises case management and clinical operations for FRSP and ensures that operations and practices are following best practice standards of the profession, contract/grant requirements, and agency practices and procedures. The Manager of Social Work is accountable for input on the program operations, program development, staff training, performance management, and personnel activities.

Supervisory Responsibility: This position provides administrative supervision of 5 Full Time Employees.

ESSENTIAL DUTIES and RESPONSIBILITIES:
  • Provide administrative supervision of Case Management-staff, Social Worker and interns and volunteers. Joint coaching and other disciplinary actions may be shared with the Sr. Program Manager as needed.
    1. Assist with hiring of Case Management staff.
    2. Create and maintain a regular case management supervision schedule and notes.
    3. Provide at least weekly supervision to Social Worker and Case Management staff.
    4. Provide case management team oversight and individual and group case consultation.
    5. Participate in regularly scheduled case conferences and skill-building meetings for Case Management staff to build competencies in best practices and department practice protocols.
  • Ensure compliance with contracts, agency policies and procedures, accreditation requirements, ethics, best practices, and quality standards within the field.
    1. Report clients' vacancies to the funder and attend all necessary Coordinated Entry System Meetings/conference calls.
    2. Monitor and review ongoing client files, designated funder's system and Homeless Management Information System (HMIS) data for completeness and quality of content.
    3. Organize and participate in client File Reviews (the agency's Individual Service Review process).
    4. Facilitate random client satisfaction surveys for quality assurance and staff supervision.
    5. Complete reports on time and maintain statistical data on an ongoing basis.
    6. Engage in continuing education activities to maintain licensure.
  • Oversee direct service operations to improve client services outcomes and customer satisfaction.
    a. Assess program referrals at the time of intake and assign them to Case Management.
    b. Provide crisis intervention assistance to all Case Management. Provide crisis intervention directly to clients as needed.
    c. Deliver and coordinate services to individuals and families, as needed.
    d. Create and maintain case records when providing direct services in the designated databases such as: the Homeless Maintenance InformationSystem (HMIS), QuickBase and STEP within contract requirement timelines.
    e. Collaborate with and provide necessary referrals to other disciplines including legal, medical, dental, recreational, educational, vocational,
    substance abuse and mental health professionals, and other housing or service providers.
    f. May carry a caseload, depending on the needs of the program.
EDUCATION and EXPERIENCE:
  • Master's degree in Social Work.
  • D.C. LICSW Social Work licensure.
  • Five (5) years of progressively responsible 1-on-1 social work caseload experience in clinical and administrative tasks.
  • Two (2) years experience working with individuals who are homeless or mental health or substance abuse issues.
  • Two (2) years experience supervising a case management team and/or interns.
  • Driving is required. Must have a valid local driver's license and clean driving record.
SKILLS and COMPETENCIES:
  • Knowledge of Motivational Interviewing, Harm Reduction and Trauma Informed Care.
  • Ability to communicate orally and in writing. Ability to supervise and train employees and foster a cooperative work environment.
  • Ability to gather data, compile information, and prepare reports. Skill in the use of computers, preferably in a PC, Windows-based operating environment, especially Office 365 applications.
