Job Summary This position is located within the Department of Employment Services (DOES), in the Office of Unemployment Compensation, Benefits Division. This position conducts detailed claims examination, technical development, and adjudication to determine benefit eligibility for unemployment claims filed in the District of Columbia. Duties And Responsibilities Conducts quality fact finding of issues, applies applicable laws and regulations to the facts, and issues written determinations for eligibility and qualification of claimants for benefits in a timely manner. Interviews and assists individuals in filing initial, continued, and reopened claims against the District of Columbia and other jurisdictions. Makes determinations concerning claimant’s eligibility and entitlement to benefits for which he/she filed a claim; imposes disqualifications when necessary. Determines and ensures statutory requirements relating to eligibility and entitlement for benefits have been met. Determines the highest benefit rate to which the claimant is entitled by applying the various alternatives in the law and subsequent amendments of the District of Columbia Unemployment Compensation Act. Writes justifications for decisions made in the monetary or nonmonetary process; signs monetary or nonmonetary determinations of award or disallowance of claims. Responds to general information inquiries about unemployment insurance, utilizing knowledge of technical provisions pertaining to eligibility, disqualifications, and benefit payments under the District of Columbia Unemployment Compensation Act. Provides guidance and assistance to lower grade staff members as needed. Reviews draft determinations made by lower grade Claims Examiners and provides them with advice and assistance as necessary. Reviews claims for accuracy (content, legal citations, grammar) prior to the issuance of a decision. Addresses and resolves all known issues present on the claim. Ensures all information gathered in the fact-finding process and used in the determination is archived with the claim file. Interviews Unemployment Insurance customers to determine overpayment status, creates restitution agreements, and participates in collections activities. Exercises independent and accurate judgment in the handling of UI claims. Performs quasi-legal work involving detailed examination, technical fact development, adjustment, reconsideration, or authorization in the settlement of claims against the District of Columbia and other jurisdictions. Determines that all statutory requirements, i.e., attachment to the labor market, able and available to work, attending school, receiving pension, retirement and/or annuity relating to eligibility and entitlement for benefits have been met. Assists in the filing of appeals of both monetary and non-monetary nature from employers as well as claimants and prepares redeterminations in those cases where claims have been initially denied or require monetary reconsideration. Qualifications And Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Working knowledge of the Unemployment Compensation Act and other related laws, rules, regulations, and guidelines. Ability to communicate effectively orally and in writing. Knowledge of established policies and procedures. Knowledge of interview techniques and ability to follow leads. Knowledge of the District of Columbia's UI system. Knowledge of labor market conditions. The ability to recognize fraudulent or irregular information and the ability to use good judgment are all highly preferred. Licensure and Certifications None Work Conditions/Environment The work is typically performed in a normal office setting. Other Significant Facts Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm Pay Plan, Series, and Grade: CS-991-11 Duration of Appointment: Career Service –Term, NTE 13-Month Collective Bargaining Unit: This position is covered under a collective bargaining agreement (AFGE Local 1000) and is subject to union dues through payroll deduction.
