Job Overview

This role is situated within the Department of Employment Services (DOES), specifically in the Office of Unemployment Compensation, Benefits Division.

The primary responsibility of this position is to perform comprehensive claims evaluations, technical assessments, and adjudications to ascertain eligibility for unemployment benefits filed in the District of Columbia.

Key Responsibilities


1. Conduct thorough investigations of claims issues, applying relevant laws and regulations to the facts, and issuing written determinations regarding eligibility and qualification of claimants for benefits in a timely manner.

2. Interview and assist individuals in submitting initial, continued, and reopened claims against the District of Columbia and other jurisdictions. Make determinations regarding claimant eligibility and entitlement to benefits, imposing disqualifications when necessary.

3. Ensure compliance with statutory requirements related to eligibility and entitlement for benefits.

4. Determine the maximum benefit rate for claimants by applying various legal alternatives and amendments of the District of Columbia Unemployment Compensation Act.

5. Draft justifications for decisions made in both monetary and non-monetary processes; sign determinations regarding awards or disallowances of claims.

6. Address general inquiries about unemployment insurance, utilizing knowledge of technical provisions related to eligibility, disqualifications, and benefit payments.

7. Provide guidance and support to junior staff members as needed, reviewing their draft determinations and offering advice and assistance.

8. Review claims for accuracy, including content, legal citations, and grammar, prior to issuing decisions. Resolve all known issues present on the claim and ensure that all information gathered during the fact-finding process is archived appropriately.

9. Interview Unemployment Insurance customers to assess overpayment status, create restitution agreements, and engage in collections activities.

10. Exercise independent and accurate judgment in managing UI claims.

11. Perform quasi-legal work involving detailed examination, technical fact development, adjustment, reconsideration, or authorization in the settlement of claims.

12. Verify that all statutory requirements, such as attachment to the labor market, availability for work, and receipt of pensions or annuities, are met.

13. Assist in filing appeals of both monetary and non-monetary nature from employers and claimants, preparing redeterminations for claims that have been initially denied or require reconsideration.

Qualifications and Experience

Specialized Experience:

Experience that provides the applicant with the specific knowledge, skills, and abilities necessary to successfully perform the duties of this position, typically related to the work of the position being filled.

To be considered credible, specialized experience must be equivalent to at least the next lower grade level in the normal line of progression.

Working knowledge of the Unemployment Compensation Act and related laws, rules, regulations, and guidelines is essential. Strong oral and written communication skills are required, along with knowledge of established policies and procedures, interview techniques, and the District of Columbia's UI system. The ability to identify fraudulent or irregular information and to exercise sound judgment is highly preferred.
