This posting intends to fill one (1) regular full-time vacancy AND establish an eligibility list that may be used to fill future vacancies for up to two (2) years. This posting is for one of the three Manager - Assistant Controller positions. This position will manage the month-end and year-end closing activities of SMUD’s consolidated financial statements. Responsibilities will also include: Managing the preparation of SMUD’s consolidated financial statements in accordance with SMUD standards, GAAP, FERC and GASB guidelines including the analysis of the financial statement actual vs. budget variances and monthly executive summary to the Board of Directors Overseeing the implementation of new Governmental Accounting Standards Board (GASB) pronouncements and accounting research Managing the audit of the year-end consolidated financial statements, audit schedules and coordination with our external auditors Managing the accounting and billing of grants received from federal and state agencies Managing the monthly and annual accounting for three external Joint Powers Agency including annual budgets and year-end audit of the financial statements This position supervises two Principal Accountants and reports to the Director of Accounting, Controller.

Purpose

The Manager of Accounting & Assistant Controller plays a crucial role in overseeing the financial operations of SMUD. Ensures the delivery of accurate and timely financial data to support strategic decision making and compliance with financial reporting requirements in accordance with Generally Accepted Accounting Principles (GAAP), Federal Energy Regulatory Commission (FERC) and Governmental Accounting Standards Board (GASB) by providing accounting technical expertise and management over multiple accounting areas including Cash Management, Accounts Payable, Payroll, Joint Power Agencies, Property and Plant, Debt, Electric Power and Gas Commodity Costs, Electric Revenues, Grants, Financial Reporting, Accounting and Tax Research and Reporting. Nature and Scope

Guides the development, implementation and management of department goals, objectives, policies, and priorities in partnership with the department Director; selects, trains, motivates, evaluates, and develops subordinate personnel and ensures that department strategic objectives and priorities are achieved and coordinated with other departments. Duties and Responsibilities

Oversees the day-to-day operations of the accounting department, including accounts payable, accounts receivable, general ledger, property & plant, cash management, and payroll functions. Ensures timely and accurate preparation of financial statements, reports and analyses in accordance with GAAP, GASB and regulatory requirements. Manages the monthly and annual close processes, including the review and reconciliation of balance sheet accounts, and the assessment and preparation of the monthly financial reports. Manages the annual audit process including coordination with external auditors and preparation of the year-end audited financial statements and disclosures. Oversees the preparation and submission of regulatory filings, tax returns, official statements for issuing debt, and other financial documentation as required. Supervises the research, evaluation and implementation of accounting regulation and tax legislation, including presentation of SMUD’s position on proposed accounting regulations to regulatory and standard-setting agencies. Supervises SMUD’s Grant function by providing expertise, billing and administrative support for federal and state grant programs. Implements and maintains effective internal controls to safeguard company assets and ensure compliance with policies and procedures. Provides financial assessments and insights to support decision-making processes, including variance analysis and trend identification. Stays current with industry trends, regulatory changes, and best practices in accounting and finance, and recommends process improvements as needed. Supervises, mentors, and develops accounting staff, fostering a culture of accountability, collaboration, and continuous learning. Supports the Controller with special projects, audits, and other initiatives as assigned. Performs other related duties as needed to include working outside of typical business hours when necessary. Required Education

A Bachelor’s degree with major course work in Accounting, Finance or other closely related discipline from an accredited college or university. Required Experience Qualifications

At least seven (7+) years of progressively responsible relevant supervisory work experience in accounting, including preparation of financial statements and related disclosures, coordinating the annual independent audit process, complying with grant reporting requirements, payroll and asset accounting, management of operations such as accounts payable/receivables, and other related accounting functions. Knowledge Of

Accounting fundamentals, financial reporting standards, and regulatory requirements applicable to electric utilities or similar industries; financial systems and software, such as SAP, Oracle, or similar ERP systems; fundamentals and techniques of supervision and management; business planning methods and techniques; Human Resources record keeping systems; budgeting methods and techniques; federal, state and local laws and regulations governing supervision of staff; safety policies, practices and procedures. Skills To
