Hive Group is currently seeking an energetic Mid to Senior Subcontracts Administrator/Buyer to join our (Private Industry) clients Procurement team, in a 4–6-month contract-to-hire capacity. Note: This position is primarily remote, and candidates need to be from the VA, MD or DC area, in case a local-on site meeting is required. *Private Industry Purchasing & Subcontract Administration experience are required. Position Description: This position will support the client’s procurement management and administration needs across the business base. It will be a 4–6-month contract-to-hire position. Job Responsibilities: Negotiate terms and conditions for consultant agreements. Setup and maintain CPSR required folders. Prepare and issue competitive and/or sole source RFPs to Consultants. Provide price/cost analysis. Conduct source selections. Issue funding and tasking via purchase orders in the Costpoint procurement module, approve invoices, and perform closeout functions. Assist in the preparation of Consulting requirements and purchase requisitions, working together with technical program managers, requisitioners, and contract administrators. Collect annual supplier representations and certifications, executive compensation certifications, document the socio-economic and size standard qualifications of subcontractors, and participate in the vendor rating process. Interface and negotiate directly with suppliers as client’s official representative. Required Skills & Status: Due to the sensitivity customer related requirements, U.S. Citizenship required. BA/BS Degree in Accounting, Business, Finance, or Mathematics, (or) five years’ additional experience. 5+ years’ experience in Federal Procurement in support of a government contractor is required. Must have strong terms and conditions development and negotiation skills. Must have experience assisting program managers in preparing sole or single source justifications, where necessary, in a CPSR environment. Must have experience documenting cost and price analyses of proposals and quotations solicited and received from suppliers. Must have experience with Consulting Service Agreements and Invoices and rate negotiations. Experience preparing and issuing supplier purchase orders in the Cost Point Purchasing System module. Must be customer service oriented with the ability to effectively communicate and interact with senior management. Must be able to handle multiple tasks and effectively manage competing priorities and recognize changing deadlines. Must be able to work with minimal supervision. Excellent written and verbal communication skills. Desired Skills: Experience working in an approved, CPSR-compliant purchasing system a strong plus. Experience with MS Office and Adobe Acrobat a plus.
