POSITION SUMMARY The Manager, Regulatory Affairs is a key position for the company that will oversee regulatory reporting and regulatory filings. The Manager, Regulatory Affairs, is the subject matter expert for all questions related to compliance with these telecommunications regulatory

obligations.

The Manager, Regulatory Affairs ensures that policies, procedures and operating guidelines conform to laws, regulations, corporate policies and telecommunications practices. Areas of responsibility include FCC filings and RCA filings, and federal/state program management. The Manager, Regulatory Affairs will be the point of responsibility for all regulatory compliance filings.

Essential Functions Statement(s) Lead and develop the Regulatory Affairs team, to include providing work assignments and

direction/assistance,

mentoring/coaching, skills & competencies development, recruiting, performance management. Advising business groups such as product management and sales teams on how to structure transactions to be in compliance with various regulations. Manage the collection, compilation, preparation and filing of a wide variety of regulatory compliance reports. Manage responses to various governmental inquiries, and informal and formal complaints lodged with the state and federal telecommunications regulators and the state Attorney General’s office. Representing the company and its interests in various regulatory public meetings and workshops Representing the company and participating in various quasi-regulatory bodies and trade organizations Establishing and maintaining effective relationships with government, regulators, utilities and market participants Identify regulatory changes and mitigate risk. Understand regulatory changes and ensure company systems and processes are updated with the changes. Independently determining what steps, the Company must take to remain in compliance or initiate compliance with new/changed regulations. Coordinate with business groups such as billing, product management, marketing, and customer service to develop and implement new and modified tariffs; regulatory drafts and files aforementioned new or modified tariffs. Proactively prepare for product, market, and network changes. Ensure adequate resource allocation to deliver results that directly impact performance. Manage external regulatory consultants to supplement the completion of certain regulatory filings. Monitors and evaluates the financial and strategic impacts of regulatory developments, trends and new precedents, and shares developments with others in the broader organization. Leads cross functional teams to implement regulatory changes with substantial complexity, with diverse scope and impact. Directs the development of financial and accounting data required for all regulatory budgeting and filings. Coordinates the review of data requests, comments and briefs relating to such filings. Manage network outage reporting program. Ensuring all necessary telecommunications licenses are obtained and renewed. Plays a key role in consensus building among groups and recommending approaches to Senior Management for the more challenging issues. Supports accounting and financial planning in the appropriate incorporation and reflection of the regulatory expenses and revenues. Develop budgets for the accountable revenue and expense streams. For key revenue streams create multi –year strategic forecasting based on changes in regulation. Provide variance analysis and reforecast as needed. Other duties as assigned.

(retail/sales/service,

ordering/service delivery, network management, customer support) and the ability to map processes and understand inter-linkages to each other and to the systems that support the processes. Strong capabilities in vendor management and integrating vendor provided support into technical and process functions of the engineering organization. Bachelor’s Degree in Business, Accounting, Finance, or Economics. Equivalent experience may be substituted for education requirement on a year for year basis.

Experience:

Five (5) years of progressively responsible regulatory, tariff, or contracts experience in telecommunications or another regulated industry. Preferred:

Supervisory and/or staff management experience. Computer Skills:

Exceptional general personal computer skills including Microsoft Office Suite (Word, Excel, Outlook) and Visio. Preferred Other Requirements: Expertise in key business process skills, such as process analysis, data manipulation and

interrogation/analysis

skills. Demonstrated ability to identify and quantify risks, gaps, weaknesses, and strengths in an organization's business processes. Ability to conduct root cause analysis, and the ability to effectively manage work groups and teams to successful completion, including planning, implementation, follow-through, monitoring and the refining of processes as required to support ACS business requirements. Knowledge of FCC accounting concepts and procedures. Demonstrated basic knowledge of telephony, to include ILEC/CLEC, Internet, Long Distance, VoIP, and Wireless.
