Federal Disaster Recovery Grants Specialist with Security Clearance

The primary focus of the specialists will be to coordinate with assigned Sub-Recipients throughout the
Public Assistance (PA) grant delivery process. This role is integral to the
implementation of the PA Program. This position facilitates and coordinates the effective, efficient, and
accurate delivery of grant funding. This requires coordinating with the Sub-Recipient on recovery
priorities, understanding their capabilities and capacity to develop projects, and participating in the
validation of damages from site inspections to Project Formulation through Obligation and Applicant
Recovery Transition Meeting. This role is critical to Sub-Recipients and the early identification of special
consideration issues and opportunities to avoid delays throughout the entire process.
These specialists must have: Knowledge of FEMA's laws, regulations and policies governing repair, replacement and hazard
mitigation.
Ability to manage multiple projects under tight deadlines and rapidly identify and recommend
solutions to issues, concerns, or problems that may arise during product development.
Ability to communicate orally and in writing in order to coordinate with others and formulate
letters in response to correspondence and inquiries from internal/external stakeholders.
Be proficient in Microsoft Office, i.e. Word
Have the ability to navigate the internet for research purposes
Be competent in smart phone usage.
Be proficient with Grants Manager
responsibilities: 1. Receive assignment of Sub-Recipients
2. Make calls to Sub-Recipient to gather initial damage information and gather information on Sub-
Recipient capabilities, discuss the requirements for the list of disaster damages, and schedule meeting
with the Sub-Recipient
3. Meet with Sub-Recipient
4. Begin process of validating damages through scheduling of site inspections.
5. Request information from the Sub-Recipient to support their damage claims
6. Formulate projects (i.e. discuss with the Sub-Recipient logical groupings of work into projects).
7. Review Damage Descriptions and Dimensions (DDD), scopes of work, and costs.
8. Ensure that all damages identified by the Sub-Recipient are addressed.
9. Prepare for and conduct Recovery Transition Meeting
10. Provide secondary and/or further specialized review including but not limited to Supporting
Documentation, DDDs, Scopes of Work, Costing, EEI Completeness, Site Inspection Report
Accuracy/Completeness, Contracts, Applicant Provided Information, Damage Inventory Items
attached in the Grants Manager and/or EMMIE Systems. This review includes providing findings,
recommendations, and amending projects in Grants Manager and/or EMMIE.
