Loudoun County Fire and Rescue is currently seeking a seasoned, knowledgeable, highly motivated individual to lead and manage the Procurement and Administrative Services section.
Loudoun County Fire and Rescue is a combination career/volunteer organization comprised of approximately 750 employees and 800 active operational and administrative volunteers. The Department is a growing organization that serves a large and diverse population located 30 miles northwest of Washington, DC. We provide a full range of emergency and non-emergency services to 425,000 citizens within a 520 square mile area. The Administrative Manager is responsible for day-to-day management and oversight of procurement and administrative services section for the department and provision of efficient, courteous, and timely customer service to internal and external customers.
Functions of the position include, but are not limited to, the following:
- Oversees the management of the front counter services.
- Oversees Purchasing, Procurement Card and Accounts Payable /Accounts Receivable functions for the department.
- Supervises and manages direct reports and staff performance.
- Monitors budget and financial transactions.
- Calculates and prepares financial accounting entries.
- Oversees office equipment operations.
- Assists with development of budget and strategic plans.
- Provides support to the department in the development of official policies and procedures; and participates in special projects.
- Knowledge of procurement and administrative programs, policies, and procedures.
- Knowledge of standard office management practices and procedures, business English, spelling, and mathematics.
- Thorough knowledge and skills in Microsoft Office Suite software and other applications used in the department.
- Ability to communicate clearly, concisely, and effectively, orally and in writing.
- Ability to establish and maintain effective working relationships with County officials, agencies, employees, vendors, and the general public.
- Ability to identify, analyze, and resolve problems.
- Ability to make decisions relating to assigned operations in conformance with applicable laws and policies.
- Ability to prioritize work as deadlines dictate and to re-prioritize as needed.
- Ability to manage projects and to organize information and prepare clear, comprehensive, and concise reports in a timely fashion.
- Ability to supervise, guide, mentor, and evaluate assigned employees.
- Ability to recognize and respond to needs resulting from division workloads, deadlines, and staffing levels.
- Ability to work well independently.
Bachelor's degree; three (3) years of related analytical/paraprofessional administrative work experience, preferably in a business or government setting, including one (1) year of supervisory experience; or equivalent combination of education and experience. Valid driver's license and good driving record required at time of hire (driving records may be reviewed annually for continued qualification).
Virginia State Notary Public Certificate preferred.
The successful candidate will undergo an extensive Criminal Background/Fingerprinting check, Credit check, NCIC check, and DMV check.
